Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. If this position is filled as an Environmental Trainee, there is a 12-month training period during which time the incumbent will be trained to perform the duties of a Solid Waste Specialist. The incumbent will perform these duties either with a Solid Waste Specialist, Environmental Protection Specialist, or the Solid Waste Supervisor. The work products produced; i.e., memos, reports, letters, etc. are reviewed by the Supervisor before being issued or released. This is a professional level position in the field of environmental protection. The employee works in the Hazardous Sites Cleanup (HSCA) section of the Environmental Cleanup & Brownfields Program (ECB) in the Southeast Regional Field Office. The employee performs a wide variety of duties involved with the investigation and remediation of hazardous sites to facilitate proper cleanup and to ensure compliance with Commonwealth of PA and federal laws, regulations, policies and procedures governing the identification, investigation, and cleanup of state superfund sites (HSCA), federal superfund sites (CERCLA), and state Act 2 sites (Land Recycling and Environmental Remediation Standards Act). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This employee performs a variety of duties in the Hazardous Sites Cleanup Program (HSCP) involving the investigation and cleanup of hazardous waste sites to ensure compliance with federal and state rules and regulation, policies and procedures governing the identification, investigation and cleanup of state and federal hazardous waste sites. Work duties are assigned either verbally or in writing directly by the supervisor at their determination. The work consists of multi-disciplinary project management requiring the use of planning, initiative, technical, administrative, and self-scheduling skills. Work is closely reviewed by the supervisor via verbal discussion, written reviews, memos, performance evaluations and consultations. Promotes the Department’s mission. Actively participates in both the State and Federal Superfund programs using personal initiative for short and long-term goal completion. Serves as a DEP’s Regional Project Officer (RPO) at assigned Federal Superfund (CERCLA) sites, working along with the U.S. Environmental Protection Agency (EPA) in the following stages of CERCLA activities: Preliminary Assessment (PA), Site Investigation (SI), Superfund State Contract (SSC), Remedial Design (RD), Remedial Action (RA), and Operation & Maintenance (O&M). In all the above actions, ensures that all Commonwealth of PA laws and regulations are complied with. Interfaces with other DEP sections and acts as a point of contact to EPA regarding the Commonwealth’s laws and regulations. Provides both oral and written, advice, liaison, and coordination in the implementation of site studies and response actions at Superfund sites. Initiates and maintains frequent contact with the EPA Remedial Project Managers (RPM) at Federal Superfund sites to ensure coordination of efforts and provide timely updates of project status. Conducts reviews and prepares written comments on EPA documents including but not limited to: PA, SI, Hazard Ranking System (HRS) score packages, Sampling and Analysis Plans (SAPs), Health and Safety Plans (HASPs), Work Plans (WPs), Remedial Investigation reports (RIs), Feasibility Study reports (FSs), Proposed Plans, Records of Decision (RODs), RDs , Sampling Reports, RA progress reports, and O&M Plans. In addition to completeness, accuracy, conformance to Applicable or Relevant and Appropriate Requirements (ARARs) and existing guidance, reviews are to demonstrate familiarity with the technology being considered and employed and are to demonstrate sensitivity and responsiveness to a broad range of management concerns. Reviews are conducted in coordination with Central and Regional office management, engineers, chemists, geologists, and all other DEP and EPA personnel involved. For fund lead sites, protect Commonwealth’s financial interest where Commonwealth finances 10 percent of RD/RA and 100 percent of O&M. Act as the project officer for O&M activities at fund lead National Priority List (NPL) / Federal Superfund sites. Provides assistance, when required, to EPA and DEP staff in the implementation of response actions. Acts as DEP RPO for HSCA actions from assessment through final cleanup. This work includes planning, driving to various locations to conduct field work, managing contractors, processing invoices, completing reports, and interfacing with the public and Central and Regional Office staff. Participates in the evaluation of individual sites for the implementation of interim response actions and prepares Site Ranking Score (SRS) evaluations for possible HSCP response action sites. Participates in a community relations program at site assignments by attending, organizing and giving presentations at public meetings and/or hearings, and interacting with news media and legislative contacts, local officials, and the public in general. The RPO is responsible for describing treatment technologies to be employed at assigned sites. Prepares HSCA documents in accordance with the HSCA Handbook (2022) including but not limited to Hazardous Site Assessment Reports (HSARs), Response Justification Documents (RJDs), and Scopes of Work (SOWs). Compiles documentation into Administrative Records for HSCA response actions. Utilizes available DEP computer systems and software, such as ArcGIS, to create accurate Site maps for various documents and analyze data generated from Sites. Performs review of analytical data, criteria and guideline interpretations on draft documents, site studies, PAs, SIs, WPs and cost estimates, RI reports and FSs and sampling reports conducted at sites. Provides recommendations and comments on RA feasibility, O&M concerns, ARARs that need to be addressed and identified, all in coordination with Central and Regional office management, engineers, chemists, geologists, and all other DEP and EPA personnel involved. Prepares and delivers testimony before county and State courts relating to activities at assigned sites. Participates in the review of procurement documents for the retention of consultants and contractors for emergency, interim or remedial response planning, design and/or construction activities, and site assessment activities at assigned sites. Oversees and manages contractors retained by the DEP to implement planning, design, and/or construction at state hazardous waste sites in accordance with the General Technical Assistance (GTAC) & Interim Response and Remediation Services (IRRSC) Contract Handbook (2020). Ensures tasks are completed on time and within the budget. Drives to various locations, plans and conducts on-site and off-site monitoring, inspection and management of contractors retained by the DEP to implement actions at assigned sites using appropriate safety protocols. Conducts periodic field inspections to monitor activities to ensure proper implementation and adherence to bid documents of investigatory, response or remedial actions at assigned sites. Operates and maintains equipment and analytical instruments for the collection of samples, analysis of materials and assessment of exposure risk. Oversees field activities at EPA contractor conducted site studies, O&M, or response action sites as assigned to ensure appropriate regulations, protocols, construction work plans and specifications are followed and ensures that public understanding is maintained. Provides proactive coordination and technical information to legal staff on NPL and HSCA site assignments. Conducts evaluations of individual sites for suitability as candidate response sites either within the HSCA program, the Federal NPL program, or the EPA Immediate Removal/Emergency Response program. Initiates and oversees the process of O&M at remediated HSCA and NPL sites. Participates in the assessment and remediation of Act 2 sites, including reviews of Notices of Intent to Remediate (NIRs). Plans, schedules, organizes, conducts and attends meetings and serves as a liaison with other State and Federal environmental officials, Municipal officials, and consultants or other State agencies or private parties. Recommends and comments on draft regulations for the HSCP. Participates in the development of guidance, policy and procedures to be used by DEP programs in the implementation of interim and remedial responses. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Inputs relevant program data to, and review outputs from the eFACTS database and annual reports. Maintains the public regional files for assigned Sites. Prepares Electronic purchase request and submit for approvals. Follows Standard Operating Procedures (SOPs). Volunteers suggestions for HSCA program improvement. Understand the OnBase System in order to input and retrieve information. Follows all policies and guidance that relate to the Commonwealth’s telework plan. Hazardous Sites Cleanup Program work is assigned as it is brought to the attention of the Environmental Cleanup and Brownfields Program. Site investigation, assessment, and remediation reports and work plans are assigned when received; Work is prioritized based upon existing staff compliment. The Group Manager assigns cases and review progress through the Solid Waste Supervisor. The Project Officer directs both DEP and contractor and sub-contractor staff during field work at assigned HSCA sites. This could include field sampling activities, construction, excavation and waste handling activities. The Project Officer serves as the DEP Health and Safety Officer at HSCA Sites. Reviews of performance are conducted on an as needed basis to ensure program objectives are being met. Technical reports, memos, and correspondence generated by subordinate staff are reviewed for accuracy and completeness. Routine staff meetings are held as necessary, in order to relate DEP issues, New Policy/Procedures, update and discuss cases and assignments, and to provide case status. |
