This position performs a variety of duties for the Environmental Cleanup and Brownfields Program, Hazardous Sites Cleanup Section, in the Northcentral Regional office. Work includes administration of the Hazardous Sites Cleanup Act, relevant portions of the Land Recycling and Environmental Remediation Standards Act, the Storage Tank and Spill Prevention Act, the Pennsylvania Clean Streams Law and the Solid Waste Management regulations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The employee will promote and exemplify the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. The employee will advance DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, an active participation in modernization and continuous improvement initiatives. Respond to and investigate complaints and environmental incidents to determine if a release or threat of a release of contaminants has occurred or may occur. Conduct initial investigations of potential HSCA sites to determine if a release or a threat of a release of hazardous substances has occurred or may occur. Investigation may include sampling of soil, water and/or waste. Serve as project officer to oversee and manage contractors retained by the Department to implement remedial planning, design and/or construction at state hazardous waste sites. Participate in the evaluation of individual sites for the implementation of Interim Response actions. Participate in the development and review of procurement documents for the retention of consultants and contractors for remedial planning, design and/or construction activities at state and federal Superfund sites. Review and comment on draft design documents, site studies, Work Plans, Remedial Investigation Reports, and Feasibility Studies conducted at state and federal Superfund sites. Serve as site-specific remedial project manager at Superfund sites, acting as liaison and coordinating with EPA project officers. Provide advice and coordinate with other regional DEP staff as necessary in the implementation of remedial actions at hazardous waste sites. Attend public meetings and otherwise support community relations programs at Superfund and state hazardous waste sites. Conduct periodic site visits to ensure the proper implementation of Remedial Action at State and Superfund sites. Provide assistance, when required, to EPA and DEP staff in the implementation of Response Actions. Participate in the development of guidance, policy and procedures to be used by DEP program staff in the implementation of remedial responses. Review and comment on technical documents prepared by consultants and DEP staff for assigned sites in both the voluntary cleanup program (Act 2) and at Hazardous Sites Cleanup Program funded remediation sites. Initiate enforcement action when appropriate and act as an expert witness in groundwater related legal actions. Drafts technical deficiency letters with regulatory citations. Respond to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. Maintain and utilize assigned vehicles, personal protective gear and scientific equipment. Identifies issues encountered and recommends solutions to Environmental Group Manager. Possession of a valid driver’s license as issued by the Commonwealth of PA is required. A Real ID is required for work at any federal facility. Comply with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. Input, maintain, and update data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. In conjunction with the supervisor, the employee will participate in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develop, maintain, and annually update a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Example: Experience using Java; Professional Engineer License Experience: One year of experience as an entry-level specialist in a DEP program Or Two years of experience in environmental protection and a bachelor’s degree with major course work in biology, chemistry or a field closely related to environmental protection. A master’s degree with major course work in any of the fields closely related to environmental protection may be substituted for one year of required experience.
