Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position supervises a staff of Sanitarians in the Cambria and New Stanton District Offices. The employees regulate drinking water facilities to ensure compliance with the Commonwealth rules and regulations governing the Safe Drinking Water Program. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Prepare a district program plan to meet Safe Drinking Water program objectives and ensure implementation of the plan. Establish expectations for employee work performance. Evaluate employee work performance and prepare and sign employee performance review. Approve/disapprove leave and expense requests. Assign or reassign staff to balance workloads in order to accomplish program plan goals. Review subordinates’ weekly itineraries, inspection reports and administrative reports as necessary to ensure that priority work is being completed and program goals and objectives are being met. Interpret rules, regulations, policies, procedures and objectives of the organization or program for subordinates. Review and evaluate the educational training needs of subordinates, provide training for Sanitarians, and request further education and training for subordinates as needed. Conduct staff meetings to discuss issues and problems, and methods for their resolution. Accompany sanitarians on inspections, complaints and/or compliance activities as needed. Prioritize water systems for compliance assistance or enforcement. Conduct enforcement conferences or administrative hearings to discuss Departmental orders in terms of correcting violations and time frames for corrective action. Appear as a witness in court or before the Environmental Hearing Board as needed. Provide advice to municipal officials, engineers, and water company officials concerning the implementation of the Pennsylvania Safe Drinking Water Act. Meet with Commonwealth, municipal and Federal officials and the public to explain the Department’s Safe Drinking Water program. Conduct interviews of prospective employees and recommend employee selection. Makes routine written and/or verbal reports to Program Manager and Environmental Group Manager regarding compliance and operational status of assigned water supplies. Assist staff with maintenance of Department databases relevant to inspectional activities, violation response and complaint response. Performs other such work as directed by the Regional Program Manager and/or Environmental Group Manager. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Work assignments are based on meeting EPA primacy obligations relative to inspection frequency, violation response, and maintaining compliance status at public water supplies; complaint response and emergencies are assigned as needed. Specific incident reports are discussed and reviewed on a daily basis with the Environmental Group Manager. Reports on all field-related activities are submitted to the Regional Office for review, including but not limited to; inspection reports, inspection naratives, field orders, sanitary surveys. |
