Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Plans, directs, staffs, and coordinates financial examinations of Pennsylvania domestic insurance companies to determine compliance with state insurance laws, regulations and National Association of Insurance Commissioners (“NAIC”) requirements. This position reports directly to the Deputy Insurance Commissioner, Office of Corporate & Financial Regulation. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Directs, schedules and staffs financial examinations of insurance companies for financial solvency and compliance with insurance laws, rules and regulations, as set forth in the NAIC Financial Condition Examiners Handbook. 2. Devises and approves standards and processes for performing insurance company financial examinations, including but not limited to, management and oversight of Examination Audit software needs. 3. Analyzes insurance company examination reports and management letters and makes sound regulatory and financial solvency recommendations and conclusions. 4. Reviews summary review memos, supervisory plans and other conclusion documents prepared by Bureau staff as part of the examination process to ensure that ongoing monitoring recommendations to Financial Analysis staff are appropriate. 5. Directs overall group coordination examination activities for insurers part of an NAIC group, for which Pennsylvania is designated as lead U.S. regulator for that group, as set forth by the NAIC. The coordination activities include communication and consultation with other state chief examiners. 6. Meets with insurance company officials and representatives, individually and/or with a team, to discuss issues and concerns relating to overall solvency surveillance, financial examinations and/or corporate activities. 7. Directs, supervises and conducts training of financial examinations staff in methods and procedures in the conduct of financial examinations of insurance companies, statutory accounting principles and sound corporate governance practices, in accordance with guidelines set forth by the NAIC. 8. Maintains oversight of bureau staff, including assignment of work, evaluation of performance, selection of employees, imposition of discipline and recommendation of termination. 9. Reviews and approves proposed time and expense budgets for financial examinations and monitors costs, internal and external, of insurance company examinations. 10. Organizes the distribution of the Commonwealth’s Request for Qualifications (RFQ) for Examination Support Services, and coordinates the evaluation of vendor responses to the RFQ, for the purpose of establishing a list of qualified consultants to provide examination support services including financial examinations, actuarial specialists, Information Technology specialists, investment specialists, and/or reinsurance specialists. 11. Manages vendor usage, as permitted by the RFQ, including execution of vendor engagement letters in accordance with Office of Attorney General guidance, vendor cost management oversight, and signing holdback release letters. 12. Directs and oversees compliance of insurance company financial examinations in accordance with the requirements as set forth in the NAIC Accreditation Program Manual, which includes preparation of an interim annual review response for financial examinations, and a five-year (or more frequent) onsite review by an NAIC Accreditation team. 13. Attends, contributes to, and participates in Supervisory Colleges for applicable groups in which Pennsylvania is the lead U.S. regulator or in which Pennsylvania domestic insurance companies are a significant part of the group. 14. Monitors and participates in various NAIC Committee, Task Force, and Working Group activities related specifically to the risk focused surveillance process. 15. Directs training needs of staff and develops plans to meet training needs, to ensure that staff meets annual Continuing Education training hours; this may include a mandatory weeklong seminar for all examinations staff. 16. Advises the Deputy Insurance Commissioner, and as necessary, Insurance Commissioner, on all matters affecting examinations of insurance companies. 17. Communicates closely with the Bureaus of Financial Analysis and Company Licensing, by providing information regarding examinations matters. 18. Represents the Commissioner and Deputy Insurance Commissioner at various meetings and conferences. 19. Assists in preparing information needed for administrative hearings and other litigation proceedings involving regulated companies or program responsibilities. 20. Performs other related duties as assigned. |
