Position Purpose:

This is a professional position in the DEP Watershed Support Section that performs a variety of duties in support of statewide nonpoint source management. The employee in this position provides technical support statewide for the EPA Section 319 Nonpoint Source Management and the Commonwealth's Growing Greener grants, with emphasis on oversite and training of the County watershed specialist program in coordination with DEP Watershed Managers.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supports the Watershed Support Section activities in both federal and state grant programs. These grants are provided statewide to nonprofit environmental organizations, conservation districts, local governments, and other eligible applicants for water quality improvement and protection.

Serves as the staff lead in providing oversite and training of the County Watershed Specialist program in coordination with DEP Watershed Managers.

Provide training within the Water Deputate and to DEP regional staff, watershed specialists, and watershed groups in accordance with program requirements and training plans.

Provides technical guidance developing new NPS program initiatives, policies, and procedures as appropriate.

Develops, reviews, approves, and implements federal CWA Section 319 Watershed Implementation Plans (WIPs) by conservation districts, municipalities, and local watershed groups. This work is done in cooperation with other Watershed Support Section staff and staff from the DEP regional offices and U.S. Environmental Protection Agency (EPA).

Reviews project proposals and interpret established criteria and procedures to determine what project proposals should be selected for funding.

Utilizes Pennsylvania’s Grant Reporting and Tracking System (GRTS) as required by the EPA including attending EPA regional and national training sessions and providing training to NPS Program staff

Serves as project advisor for Section 319 and Growing Greener grants supporting NPS remediation and statewide education projects. This entails review and approval of work plans and budgets, technical and administrative assistance, review of progress reports, entering project information into the federal GRTS tracking system, and the states Practice Keeper tracking system approval of payment requests, review of project outputs, and coordination with DEP regional staff and EPA.

Coordinates with regional Watershed Managers to support and direct their efforts in overseeing and monitoring the implementation of Section 319 and Growing Greener grants and other watershed restoration activities.

Provides written input to the development and implementation of the NPS Management Program plan and the annual and semiannual reports to EPA.

Assists the Department’s efforts to modernize data reporting, compilation and report generation to increase responsiveness and accuracy in performance management related to NPS Program measures, both related to BMP pollution reduction and cost effectiveness.

Develops educational presentations and responds to requests from the public and other agencies for information about NPS issues.

Supports the NPS Program by organizing and attending appropriate meetings and conferences involving NPS and watershed management issues.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Assignments are received in the form of general instruction and are performed with considerable independence of action and latitude of judgment in their completion.

The employee utilizes considerable freedom in planning and completion of work in conformance with established policies, guidelines, and timeframes. Work is reviewed by the Section Chief for completeness, accuracy, quality, and timeliness through reports, meetings, and discussions.
