Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Emergency Management Specialist works under the general supervision of the Hazardous Materials Division Planning Administrator. This position is responsible for liaison activities with counties in the PEMA Central Area and coordination of activities involving development, execution and management of programs and functions of state agencies and county Local Emergency Planning Committees (LEPCs) in the statewide implementation of the federal SARA Title III (Superfund Amendments and Reauthorization Act, Title III – Emergency Planning and Community Right-to-Know) and Pennsylvania’s Act 1990-165 (Hazardous Material Emergency Planning and Response Act). This position is responsible for supporting programs, procedures, required training and off-site emergency response plans in support of the PEMA Central Area LEPCs; as well as other activities to develop and implement procedures to enhance the preparedness of the Commonwealth, its departments and agencies and political subdivisions to respond to emergencies involving hazardous materials and thereby to minimize loss of life, injury and property damage.

Provide follow-up to ensure correctness and completeness on all planning data matters and produce statewide monthly reports on the status of offsite response planning. Make recommendations to the Hazardous Materials Division Planning Supervisor concerning the administration of planning matters and planning issues that impact the lives and property of Pennsylvania residents. Assist with County LEPC's to coordinate, assist with, and manage the application and administration of PEMA Central Area County hazardous materials grant programs. Work as assigned on specific Homeland Security issues. Assists in the coordination of state emergency response and recovery operations as a PEMA liaison officer to county and municipal governments.

Assist the Hazardous Materials Division with Hazardous Materials Response Team Certification Assessment and Exercise evaluation support.

Support the Radiological Division by participating in federally evaluated exercises as an observer. Support the Hazardous Materials Division by attending both state and federal training and conferences.

Description of Duties:

Serves as the liaison between PEMA HQ Hazardous Materials Division and LEPC Points of Contact, and the PEMA Central Area County Emergency Management offices.

Coordinates and contributes to the development of continuing education/public education materials for use by county EMA, HAZMAT teams, LEPCs, etc.

Reviews all initial Local Emergency Planning Committee (LEPC) approved plans.

Encourages and assists the LEPCs in the development and maintenance of off-site response plans.

Schedule dependent attends County LEPC meetings each month to provide on-site assistance and to monitor the activities and concerns of these committees. Provides input as is appropriate.

Provides support to County LEPCs and counties in their efforts (conduct of seminars and meetings) to improve public information and facility compliance.

Reconciles PEMA/county SARA Planning Facility Lists as an ongoing effort.

Conducts preliminary review of the county's Hazardous Materials Emergency Response Preparedness Assessment updates and Grant Applications.

Manages, assists, and coordinates with counties for the timely and accurate preparation of annual document submissions (assessment updates, Act 165 HMRF Grant Applications and HMEP Grant Applications, and Act 147 grant applications) as requested.

Participates in Hazardous Materials Response Team certification and recertification inspections and exercises as required.

Reviews reported hazardous material/Radiological incident reports for possible SARA Title III, PA Act 165, or PA Act 147 follow-up actions.

Reviews LEPC/County reports of facility non-compliance with SARA Title III, PA Act 165, PA Act 147 requirements and make recommendations through the responsible agency channels or to the appropriate committee.

Reviews Event logs, SITREPS, for HAZMAT, radiological events for compliance; planning, response, training issues, provide comments/counsel to staff and Bureau of Technological Hazards Director as appropriate.

Monitors and observes MS-I Hospital training and exercise activities. Coordinate and monitor with the Area Office Training Officer, Radiological Protection training and certification activities.

Supports County efforts in achieving Radiological Officer, Radiological Response Team, Radiological Monitor accepted manning standards.

Prepare and submit official action/ visit reports in a timely manner using approved standard report formats.

Represent PEMA Hazardous Materials Division on training/exercise meetings/workshops at various organizational levels as needed to ensure all meetings are covered.

Maintains knowledge of county and key municipal EMA staff members.

Keeps counties advised of program changes, new initiatives, and other information that supports effective communications among the counties and the major programmatic areas of PEMA.

Responsible for completing mandatory FEMA Independent Study Courses as requested.

Certain positions require certification in the FEMA Professional Development Series (PDS) or the Emergency Management Professionals Program (EMPP) Basic Academy courses, within six months of hire.

Performs other related duties as assigned.

NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour
shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

EMERGENCY ASSIGNMENT

This employee is an Essential Worker.

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-today routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.

This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.

Operate a motor vehicle to travel to various field sites and emergency/disaster locations.

Work is performed under the general direction of the Hazardous Materials Division Planning Administrator, Bureau Director for Technological Hazards, and Deputy Director for Preparedness.

Performance is reviewed through conferences and evaluation of reports, timely completion of deliverables, and alignment to performance standards.

Position responsibilities and duties are carried out in accordance with established Commonwealth and Agency policies, practices and procedures.
