Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs managerial duties directing the work of the District's Plans Unit Squads to ensure design of non-complex to most complex projects adhere to all policies, standards, and regulations.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Ensures design plans are consistent with Department goals and objectives by organizing, directing, and planning the strategic efforts of design activities in coordination with other design support activities, construction, maintenance, intermodal transportation systems, and customer needs and expectations.

Leads the project development and delivery of assigned transportation improvement projects.

Monitors design team performance and project development.
Coordinate with other governmental agencies regarding project issues and in getting project approvals.

Supervise and participate in field views and meetings with consultants to outline the scope of work for design projects. Schedule project development activities.

Reviews and approves various design submissions such as Line and Grade, Typical Sections, Roadway Plan, Utilities Plan, Erosion & Sedimentary Control Plan, Sign & Pavement Marking Plan, Traffic Control Plan, RULD calculation & related specification, Drainage Design and Right of Way Plans.

Develop corridor files in ORD, design project line and grade, conduct hydrology & hydraulics analysis, support to develop environmental documents, prepare ROW and Utilities plan, compile DM3, Constructability and PS&E package. Support team members in developing the same as needed.

Represents the Plans Engineer at stakeholder meeting, public meetings, field views, court proceedings, and other functions as needed.

Directs and coordinates design efforts with in-house units such as Right-of-Way, Utilities, Services, Construction, Maintenance, Environmental, Planning and Programming or Bridge to meet established letting dates.

Provides direction to Counties, Municipalities, and their Consultants in processing improvement projects.

Administers and manages the District Safety Review Committee.

Directs the maintenance of the design reference library to include standards, specifications, manuals, design policy changes, and Computer Aided Design and Drafting (CADD) detail drawings.

Succession Planning: (Employees):
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Managers/Supervisors
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

For Supervisors:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they worked – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets

Independently manages and leads the activities of the District's Design Plans Units.

Independently manages a scheduled of project to ensure all facets of plan development is on time and within budget.

Independently assigns, reviews, and provides technical guidance and expertise to ensure design meet all standards and policies as well as, problem resolution as needed.

Prepares responses to elected officials and the public on controversial issues.
