Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1.Administers the agency's Juvenile Probation Services Grant Program and other funding to ensure agency and grantee conformance with Commission and Commonwealth policy. Prepares and distributes related communications and documentation required for the grant application and provides technical assistance and support to grantees. Receives, reviews, and provides recommendations regarding grant applications, and completes annual grant operations expenditure tracking and allocation analysis. 2.Provides administrative support to the agency's budget including contracting, contract compliance monitoring, and purchasing oversight. Facilitates the agency’s purchasing and contracting programs and provides leadership to coworkers also performing these functions. This includes oversight of the county training allocation and training expenditure reporting requirements. 3.Develops, prepares, and monitors the agency’s annual budget and rebudget by analyzing program needs, coordinating with executive staff, and providing technical guidance. Serves as liaison to the Governor’s Budget Office and the Office of Administrative Services for all budget-related matters. 4.Coordinates office management activities as assigned by the Executive Director or Deputy Director including but not limited to the assignment of staff equipment, providing training, instruction, and guidance, and reviewing work assignments and other quality control functions, making recommendations for revisions, as necessary. 5.Serves as the agency's open records officer and responds on behalf of the agency to Right to Know Law requests in accordance with state law and policy, ensuring compliance with legal timeframes and confidentiality standards. 6.Serves as the agency’s Continuity of Operations Plan (COOP) Coordinator, maintaining and updating plans to ensure readiness for emergency operations. 7.Serves as the agency’s Travel Arranger making travel reservations and processing travel reimbursements as needed in accordance with Commonwealth travel policies. 8. Oversees data collection, analysis, and reporting related to the Annual Statewide Probation Officer Personnel Report, ensuring accuracy and timely submission of personnel data from county juvenile probation departments. 9. Monitors county allocations and expenditures under agency-administered programs by reviewing financial submissions, identifying variances or compliance issues, and providing technical assistance to counties. 10.Ensures human resource functions such as time keeping, PAR processing, EPR Coordination, and HR Liaison Functions are completed with accuracy and timeliness. 11.Assists in preparation of the agency’s annual conference and participates in its execution as necessary. 12.Performs supervisory responsibilities. 13.Performs other related duties as assigned. |
