Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the direct supervision of the Security Officer 2, general supervision of the Business Manager or designee, has responsibility for safety and welfare of Center students, security of the buildings and grounds, and transportation of clients or related program concerns.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Patrols by foot and motorized vehicle, facility, grounds and accompanying buildings, enforcing facility rules and regulations and Commonwealth laws.

A. Observes students, staff, general public, property, and facilities, reporting suspicious activities, safety violations or illegal activities to Security Officer 2 or management staff on call. Investigates unusual incidents, reporting results of investigation to the Security Officer 2.

B. Makes fire and security inspections, reporting to Security Officer 2 safety violations, unsecured areas, maintenance or lighting needs.

C. Responds to and assists at all fire or accident calls, assisting the responding fire and ambulance vehicles, as needed.

D. Responsible for securing the building on a scheduled basis, and the securing and opening of doors and areas at specified times.

E. Serve as receptionist at the lobby desk. This includes maintaining discipline in the lobby and enforcing Center rules and regulations. Also, responsible for dispatching Security and other radio equipped staff, as needed, for emergency situations and Security Officer 1 trip dispatch. Reception area serves as a main control center area to call and dispatch fire, police, ambulance and Crisis Intervention response.

F. Turns night-lights off and on, as needed.

G. Changes flags, as dictated by their conditions. Receives instructions orally and by written work procedures. Work is reviewed through inspections and through analysis of reports. At times, serves with independent responsibility for making decisions, especially during the evening and on weekends or holidays. The supervision is performed by the Security Officer 2, Center Director, and management staff in charge of Center operations during off hours in accordance with the Center's Operations Manual and Pennsylvania Crimes Codes/Vehicle Codes.


.Transports students, staff, contract workers and property of the Hiram G. Andrews Center:

A. Transports and provides custodial security to persons, staff and students, property, funds or other valuables, to and between financial, hospitals, and other state institutions.

B. Transports students, staff and property to and from appointments with doctors, homes, other state institutions, and trips as assigned.

C. Provides custodial security services and transportation for laboratory specimens, x-rays, to and between and Schedule II, III and IV drugs, to and between hospitals, pharmacy and the Center's Health Clinic.

D. Transports and provides custodial security of funds, postage meter, packages, insured material, CTA tokens to and from Post Office, Cambria County Transit Authority and the Center.

Provides limited police duties for personnel and property of the Hiram G. Andrews Center:

A. Operates and maintains a computerized vehicle registration system for the clientele, staff, both residential and commuting students. Also monitors parking areas to insure compliance with Center vehicle registration and parking policies in accordance with Pennsylvania Vehicle Codes.

B. In accordance with the Center's Operations Manual and the Pennsylvania Crimes Codes/Vehicle Codes investigates accidents or incidents, including vandalism, involving persons or property. Acts as Center's contact person for local and State Police in conducting vehicle searches, impoundments, removal of abandoned vehicle, or as directed by responding law enforcement agencies, to insure the safety of staff, students, or visitors.

Reports results of investigation to Security Officer 2, or Center Director.

C. In accordance with the Center's policy, operates and maintains a Photo-ID system of currently enrolled and discharged students, state employees and contract workers. Keeps files updated, to insure immediate identification of personnel authorized admittance to the facility.

D. Serves subpoenas as directed by the local, State Police, magistrates and the Attorney General's Office.

E. Assists local and State Police in the service of subpoenas, arrest warrants and court orders, as needed.

F. In accordance with the Center's Operations Manual and the Pennsylvania Crimes Codes/Vehicle Codes conducts searches of personnel, vehicles, rooms and property, in accordance with the Center's Operations Manual, completing all proper documentation.

G. In accordance with the Center's Operations Manual and the Pennsylvania Crimes Codes/Vehicle Codes may investigate reports of illegal possession of certain drugs, weapons or liquor. May seize illegal contraband and report same to supervisor.

H. Responds to subpoenas from State and local police, magistrates of other official districts, testifying in court hearings, trials as required.

I. Conducts searches for missing students both on and off the Center's property.

Makes out a written report, in detail, of routine and special incidents which take place during the tour of duty assigned:

Completes Shift Report, consent to search forms, confiscation and inventory receipt forms, incident/complaint forms and other victim statements, as needed.
