Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position functions a Forester responsible for the management of the District’s State Forest Resources in accordance with the Forest Resource Plans, Timber Management Operating Manual, and applicable laws of the Commonwealth. It also serves as the Invasive Plant Species and Electric/Gas R-O-W coordinator within the Forest District. The Forest Assistant Manager supervises this position. This position’s focus will be timber management, but will give priority to other assigned activities to include Search & Rescue, fire suppression, wildlife habitat projects, insect and disease prevention, etc.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

A. STATE FOREST MANAGEMENT ACTIVITIES WILL INCLUDE: 1. Conduct and assist with field and office work needed for developing, revising and implementing the Resource Management Plans. Work will include aerial photo interpretation, timber typing, landscape examinations, and determining appropriate stand recommendations. 2. Determine and apply proper silvicultural prescriptions to both commercial and non-commercial forest stands as directed in the Timber Management Operations Manual. 3. Stands to be treated with commercial operations will be processed in accordance with the procedures listed in the Timber Operations Manual (whether contract, district contract, or fuelwood sales) and will include proper timber sale layout and haul road design for 270-300 acres per year. 4. Administers timber sale contracts by regularly inspecting timber sales to ensure that the timber is properly removed, roads constructed, maintained, properly retired, and that all forest resources are properly protected.
5. Operates various computer programs relating to duties to include tallying timber with data recorder, surveying with GPS units and being able to download and process a map of the survey.
6. Determine and apply proper regeneration treatments to forest stands in accordance with accepted practices and Bureau Guidelines.
7. Becomes involved in the layout and construction of electric and woven wire deer fencing where necessary to protect regeneration from deer browsing.
8. Assists with herbicide application and the contracting of herbicide application when needed to control undesirable vegetation, which competes with trees seedling establishment and growth.
9. Assist district forest technicians and interns on assigned timbersale and regeneration projects.

B. FOREST PROTECTION FUNCTIONS WILL INCLUDE:
1. Performs as a Fire Warden and State Forest Officer.
2. In “Large Fire Situations” acts as assigned in the Fire Resource Plan. 3. Assists with forest fire prevention, pre-suppression, suppression, and spongy moth and other insect suppression activities.
4. Potential to become involved in the western fire program, if interest is there.

C. MISCELLANEOUS DUTIES WILL INCLUDE:
1. Maintain a valid license for application of pesticides in accordance with the PA Department of Agriculture’s laws.
2. Maintains a valid appropriate Pennsylvania Motor Vehicle Operator’s License. 3. Accomplishes special projects such as tree planting, wildlife habitat improvement, etc. when needed and/or directed. This includes locating and coordinating the use of necessary tools/and or equipment to accomplish the project.
4. Manage the district invasive Plant Species and Electric/Gas R-O-W program.

Work is assigned on a priority basis, however, priorities may change, depending upon weather, District workload, time of year, availability of other staff foresters, etc. Generally, State Forest Management and Forest Fire Suppression are priority activities. Review of work is based upon supervisor's on-site inspection of work performed, review of completed Department forms and outgoing correspondence relating to State Forest Management and Fire activities. Review is also based on incoming correspondence, conflicts and resolution of conflicts that pertain to assigned responsibilities. Unsatisfactory and incomplete performance of assigned duties is discussed as needed and remedial actions recommended and undertaken as needed.
