Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists with planning and preparing moderately complex contract specifications by researching and historical cost/usage analysis. Conducts field-view investigations for requests and complaints involving Mowing, Tree Removal & Pruning, Brushing, Litter Pickup & Removal, General Landscaping and Roadside Welcome Center/Rest Areas. Prepares cost and quantity Estimates/ Bid Proposals for Roadside maintenance services. Administers and oversees contracted Roadside maintenance activities for Mowing, Tree Removal & Pruning, Brushing, Litter Pickup & Removal and Roadside Welcome Center/Rest Areas. Conducts pre-service Equipment Inspections for contracted vendors. Attends Pre-Service Meetings for each service contract. Monitors/maintains ongoing inventory of all required Roadside maintenance activities, sending work lists to contractors on a regular basis. Monitors available funds in budget for all contracted Roadside maintenance contracts and updates quantity usage on a weekly basis in the Maintenance Service Database to track available balances. Monitors progress of work for all contracted Roadside maintenance contracts, making adjustments as necessary to prioritize complaint responses and maintain schedules and seasonal requirements. Update quantity usage daily in the Quantity Entry Spreadsheet (QESS) to monitor available balances. Monitors Contractor performance issues, maintaining files for each Contractor. Prepares initial Change Order requests when necessary to avoid delay of service or overuse. Assists in annual re-evaluation/recalculation of work done on cyclical basis and modifies spreadsheets, maps, and documentation as needed. Coordinates with the following to track changing Roadside landscape: Construction Unit for projects to be turned over to Maintenance; Right of Way Unit for newly acquired ROW and previously unknown/unclear ownership; Local counties, cities and municipalities for previously unknown/unclear ownership. Compiles data to analyze county usage of Herbicide materials. Serves as a Liaison between District Office and Contractors by submitting a daily report to District office, each morning, on crew work locations and Work Zone Traffic controls being used, attending bi-weekly District Roadside meetings, reviewing Contractor and County Roadside issues and project concerns, meeting contractors bi-weekly to sign M-609 Roadside Activity Reports and approving contractor schedule submissions. Utilizes PennDOT’s electronic Customer Care Center (CCC) program to process and respond to requests, working with Assistant County Maintenance Managers and contractors for resolution. Utilizes Right of Way and Construction plans to determine Right of Way, making determination if work is required based on location of complaint. Inspects Contractor Roadside Activities for compliance with Statement of Work and Safety according to mandates of Pub 213, concerning Mowing, Tree Removal & Pruning, Herbicide Programs, Brushing, Litter Pickup & Removal, General Landscaping and Roadside Welcome Center/ Rest Areas. Takes leadership role in providing required responses, keeping District & County updated at all times on Contractor performance issues, both major/minor and following procedures outlined in the District 6-0 Roadside Management Desk Manual. Maintains Field Inspector Diary (FID) on a daily basis to document all Roadside maintenance activities, to include time & contact person’s name on Daily contractor call-in/call-out times & work location(s), Work Zone Traffic Control being used by each crew, Areas of concern/changes to original daily plan Contractor Safety/SOW performance issues including crews sent home, Communications throughout the day (calls/emails/texts), and summary of day’s work. Maintains all Roadside activity records with hard copy documents stored in an organized fashion in a secure location, to be accessible kept up to date at all times. Provides Technical assistance to County Managers and Assistant Managers concerning County Roadside development, and coordinates for the planning, development and maintenance of Roadside program and contracts by attending weekly County Planning meetings, soliciting work requests, assisting in implementing Strategic Environmental Management Program (SEMP) business plan and procedures to meet environmental management objectives, and maintain working knowledge of current native and invasive species. Reviews and updates Roadside forms as required or instructed. Maintains a working knowledge of the following PennDOT publications: 213-Temporary Traffic Control Guidelines (June 2014), 23, Chapter 13- Maintenance Manual Roadside Management (Sept. 2012), 464- Maintenance Field reference for Erosion and Sedimentation Control (August 1, 2013), 450-Roadside/Landscape Development Construction Inspection Handbook (2003), and 408: Specifications 2011). Promotes technology transfer by evaluating and recommending the use of the latest products and methods for roadside maintenance. Must be able to regularly drive an average of 100 miles per day. Assists the county during snow events, as required, by contractor work verification, salt inventory, etc. Participates in special Roadside Projects such as mapping and planning, public outreach, and research on new methods, procedures and policies that may affect the Roadside program. Performs other related duties as assigned. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day. |

Makes judgments regarding the following: work and weather, crew lateness, short crews, ownership of tree based on location, tree work prescription (removal/pruning) and work prioritization. Send crews home based upon WZTC violations. More complex issues are referred to the Roadside Specialist Supervisor who also reviews work for accuracy, completeness, and conformance to policies and procedures. |
