Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Serve as the Commission’s subject matter expert in dam engineering, hydraulics, hydrology, and construction of hydraulic structures. Responsibilities include planning and conducting dam inspections, managing engineering studies and capital improvement projects, overseeing consultant and construction contracts, coordinating with regulatory agencies, and providing professional guidance to Commission leadership. The position also serves as a public representative of the Commission and regularly communicates with stakeholders, elected officials, media representatives, and the public regarding dam safety initiatives and capital improvement projects. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provide technical oversight of the Commissions dam safety program. Establish priorities for dam inspection, dam maintenance activities, rehabilitation projects and capital improvements. Maintain comprehensive records of inspections, monitoring data, engineering evaluations, and regulatory correspondence. Coordinate dam safety activities with regulatory agencies including DEP Division of Dam Safety and the Natural Resources Conservation Services. Conduct and oversee quarterly, annual and special inspections of Commissions 33 high and non-high hazard dams. Evaluate structural hydraulic, hydrologic and operation conditions affecting dam safety. Identify deficiencies, assess risks and develop recommendations for corrective actions and long-term remediation strategies. Coordinate and oversee underwater inspections of outlet works, intake structures, conduits, and related infrastructure. Perform and review engineering analyses related to dam safety, including hydraulic, hydrologic and reinforced concrete. Review engineering studies, drawings, specifications, calculations, and technical reports prepared by engineering consultants. Assess spillway adequacy, outlet capacity, seepage conditions, slope stability and flood routing analysis. Develop project scopes, cost estimates, schedules and procurement documents. Monitor project budgets, schedules, deliverables and contractor performance. Conduct field reviews and attend job conferences to ensure compliance with plans, specifications, regulatory requirements and engineering standards. Develop, maintain and periodically update Emergency Actions Plans (EAP's) for all Commission owned dams requiring such plans. Participate in emergency response activities as required. Serve as the Commissions technical spokesman for dam safety and dam rehabilitation projects. Present technical information to Commission leadership, local governments, regulatory agencies and stakeholder groups. Participate in public meetings, hearings, workshops and media interviews related to dam safety related activates. |

Apply civil engineering principles to the design, review, evaluation, and rehabilitation of dams and related hydraulic infrastructure. Manage complex engineering projects involving multiple stakeholders, consultants, contractors, and regulatory agencies. Apply hydraulic and hydrologic principles to evaluate runoff, stream flow characteristics, flood routing, backwater effects, groundwater conditions, and spillway performance. Review and analyzing engineering reports, inspection findings, field investigations, testing results, and technical studies to identify deficiencies and recommend corrective measures. |

Demonstrate experience in dam inspections, dam rehabilitation projects, hydraulic and hydrologic analyses, emergency action planning, and construction oversight.
