Position Purpose:

The employee in this position serves in Pennsylvania Liquor Control Board, Bureau of Human Resources, HR Systems and Services Division. This position serves as a Workers’ Compensation Assistant by performing Human Resource work within the Workers' Compensation and Safety units and is responsible for entering, updating, and modifying all reported work-related injury cases in the internal system (POS) and in the Human Resource payroll system (SAP) and handling all stages in processing work-related injury cases related to Incident Only and Medical Only (no modified duty) from initial notification until closure.

WORKERS' COMPENSATION

Serves as an agency Workers’ Compensation Service Representative by entering, updating, and modifying claim data in the internal system (POS) and in the Human Resource payroll system (SAP).

Verifies work-related injury claim allegations through contact with the injured employee, the employee’s supervisor, witnesses, and any other involved persons; determines the nature of the claim.

Provides technical assistance to employees by answering inquiries related to the workers’ compensation program, policy, and procedures.
Gathers relevant facts surrounding the circumstances of the alleged injury; obtains necessary documents and materials to support the workers’ compensation case; requests medical documentation required from retail store district managers.
Notifies the injured employee’s supervisor and district manager’s office of the appropriate leave status and coding.

Communicates with the third-party claims administrator to ensure all relevant information is provided and received during the claim’s investigation process.

Annotates and maintains various internal follow-up logs and databases.

Maintains data in SAP, ACCESS and EXCEL. Tracks absence activity and actions; resolves errors.

Provides “first-level” assistance to the Bureau of Commonwealth Payroll Operations (BCPO) related to workers’ compensation claims/payments; resolves errors by correcting erroneous data in SAP or by submitting a Help Desk Ticket as appropriate.

Coordinates and maintains the Rights & Duties Program in accordance with the Workers’ Compensation Law. Answers questions regarding program requirements to ensure compliance and reminds the injured employee and their supervisor of the necessity to complete a Rights & Duties form upon hire and upon each injury occurrence.

Maintains a tickler file to ensure that completed Rights & Duties forms are completed and returned timely by the injured employee.
Maintains and updates the Workers' Compensation files retained in the WRI Tracking System.

Updates the WRI Tracking System and closes out workers’ compensation claim files upon notification that an employee has returned to work or has separated employment with the PLCB.

Annotates and maintains various internal follow-up logs, WRI Tracking System, and databases.

Maintains the PLCB List of Designated Health Care Panel of Physicians and ensures updated lists are sent to appropriate personnel.
Attends the Annual WC Conference.

SAFETY

Provides administrative and technical support for the agency Accident & Illness Prevention Program.

Maintains the New Hire Observation Program and notifies Retail Operations and the Safety Advisors of any outstanding observations.

Serves as the backup to check and restock first aid kits in the Northwest Office Building on a quarterly basis.

OVERALL

Has a working knowledge of SAP, Outlook, Word, Excel and Access.

Develops, updates, and maintains desk manuals and general standard operation procedure guides.

Organizes and prioritizes work.

Responds to routine telephone inquiries and/or directs inquiries to the appropriate staff member.

Performs job duties within established timeframes.

The employee works under general supervision of a Human Resource Analyst who serves as the workers' compensation supervisor. Interprets and applies collective bargaining agreements, laws, and Commonwealth and agency policies.
