Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Oversees the Workplace Safety Committee Certification Program within the Health and Safety Division, which is responsible for evaluating business entities’ safety programs statewide. Ensures program operations align with applicable laws and regulations. Assigns and prioritizes tasks, including the review of business entities’ applications and renewals submitted within statutory deadlines; management of Workplace Safety Committee records; maintenance of electronic documentation; response to inquiries and complaints from business entities, legislators, and departmental staff; development and delivery of training for business entities; and evaluation of overall health and safety program effectiveness. Oversees the Pennsylvania Training for Health and Safety (PATHS) program, a statewide initiative delivering occupational safety and health training through both internal and external providers. Exercises administrative oversight in the development of program strategy, content, quality assurance, and training schedules. Manages all marketing and communication efforts related to PATHS and conducts ongoing evaluations to ensure the program effectively enhances workplace safety across the Commonwealth. Supervises clerical staff within the section who are responsible for processing Workplace Safety Committee Certification applications. Develops and maintains employee training materials and procedural manuals to support the certification program. Provides oversight to PATHS training and technical staff by evaluating the quality and effectiveness of written and verbal course presentations, ensuring alignment with departmental policies, standards, and regulatory requirements. Independently conducts recruitment, selection, and onboarding of staff, and provides ongoing training to ensure effective performance. Reviews staff determinations and communications to ensure consistency, quality, and compliance with applicable rules, regulations, and departmental policies. Designs, implements, and maintains an accessible and comprehensive strategy for presenting all health and safety-related information on the Department’s website and social media networks. Identifies and establishes appropriate connections to relevant external online resources. Conducts stakeholder and client surveys to assess the utility, accessibility, and clarity of online content, and to determine necessary modifications and enhancements. Fosters a culture of safety and service by serving as a coach and resource for external stakeholders and subordinates. Promotes knowledge-sharing, provides guidance, and advocates for safe practices to support the Division’s mission of achieving zero (0) workplace injuries and fatalities throughout the Commonwealth. Cultivates and sustains effective relationships with members of the regulated community, stakeholder organizations (including municipalities, business and labor groups, and school districts), and the general public to promote awareness of available programs and assistance resources. Coordinates and actively participates in recurring informational meetings and training sessions with these groups to support ongoing engagement and collaboration. Reviews and evaluates divisional materials—including forms, reports, correspondence, and communications—for tone, accuracy, and clarity, ensuring alignment with existing health and safety mandates as well as emerged initiatives and legislative requirements. Represents the Division at conferences, professional associations, interdepartmental meetings, and stakeholder events through presentations and public speaking engagements to promote awareness, foster collaboration and increase available program participation. Responds to public and stakeholder inquiries and complaints related to certification and certification renewal via telephone or written correspondence. Prepares official responses or drafts communications on behalf of the Bureau Director, Division Chief, Legislative Affairs Director, Deputy Secretary, or state legislators. Provides official testimony at hearings regarding contested department decisions. Prepares and coaches Division staff to deliver testimony as needed, ensuring consistency and professionalism in all public statements. Serves as a liaison with safety coordinators across various state agencies to align and support unified safety initiatives. Produces and edits content for a variety of mediums, including articles, press releases, brochures, pamphlets, and program descriptions, promoting key health and safety programs and campaigns. Collaborates with internal and external publications teams, including the Department’s press office and agency communications personnel, to ensure timely, accurate dissemination of information. Prepares talking points and briefing materials for high-level officials and dignitaries, including the Governor, Lieutenant Governor, and Executive Leadership, for use in speeches, meetings, and public events. Authors feature articles and editorial content promoting health and safety requirements and Division initiatives for a wide range of publications, including trade journals, newsletters, newspapers, social media networks, and in-house bulletins. Maintains a comprehensive library and editorial schedule. Partners with the Division Chief to conceptualize and implement targeted communications strategies, such as joint public service campaigns (e.g., a radio campaign with Drug Free PA), to raise awareness and drive program engagement. Analyzes current and proposed legislation affecting the Workplace Safety Committee Certification program. Recommends legislative or procedural updates based on data-driven program evaluation and monitoring. Conducts in-depth research on state and federal health and safety policies. Develops and recommends positions on proposed legislation and formulates new initiatives for statewide implementation. Distributes findings and updates to relevant Commonwealth agencies. Conducts on-site evaluations and program reviews as part of the assessment process for the Governor's Award for Safety Excellence, ensuring adherence to recognized standards of workplace safety. Represents the Department on the Advisory Committee for the Governor’s Occupational Safety and Health (GOSH) Conference. Assists in planning and organizing planning sessions that address current safety challenges and innovations. Prepares recurring operational reports, including monthly, quarterly, year-end, and ad hoc analyses, at the request of senior leadership to support data-driven decision-making and program evaluation. Demonstrates proficiency while utilizing a broad range of software tools and technical equipment to support and execute core job responsibilities with efficiency and accuracy Travels as required to fulfill essential job responsibilities and represent the organization in external engagements. Performs other duties as assigned, contributing to the Division’s overall goals and strategic initiatives. |
