Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Provides input and support for the direction of nutrition education and training programs in child nutrition issues for public and private schools, childcare providers, summer food service sponsors, non-profit organizations, internal and external customers. Assists in providing support for the purpose of expanding participation in the Child Nutrition Programs and training sponsors of the Child Nutrition Programs. Collaborates and coordinates with colleagues to support the development, implementation and administration of federal requirements such as Local Wellness Policy, Meal Patterns, Nutrition Standards, Smart Snacks, Professional Standards, and meal modifications for disabilities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. In conjunction with Bureau Program staff, develops and implements a comprehensive training plan for sponsors of the Child Nutrition Programs through identification of sponsor needs, areas of sponsor non-compliance, and new program regulations. Organizes, prepares training materials, and conducts training for new sponsors, employees of new sponsors, as well as training for existing sponsors. Collaborates with PDE Bureaus and Divisions (Bureau of Curriculum and Instruction, School Programs, etc.) to coordinate delivery of nutrition education and training in Commonwealth schools. Collaborates with PDE Bureaus and Divisions and other public agencies, including the Pennsylvania Departments of Health, Agriculture and Human Services, to provide age-appropriate culturally sensitive instruction in nutrition education and the federal Child Nutrition Programs, and participates in cross-departmental grants pertaining to child nutrition. Reviews and interprets federal and state legislation, regulations, policies, instructions, and guidelines especially those that pertain to Local Wellness Policy, Meal Patterns, Nutrition Standards, Smart Snacks, Professional Standards, and meal modifications for disabilities, and consults with Division Chief for final determination. Conducts portions of the Administrative Review. Identifies areas of non-compliance and prioritizes areas for improvement through technical assistance and corrective action plans. Tracks sponsor success in development and implementation of a corrective action plan to address and resolve areas of non-compliance. Identifies areas where technical assistance is needed on a repetitive basis with Child Nutrition Program sponsors throughout the state and develops a plan to provide additional statewide comprehensive training on the specific topic. Collaborates with contractors to develop age-appropriate nutrition education curriculums that meet new and required academic standards. Provides direction and support for PA electronic school food service software systems e.g. menu planning, student eligibility, professional standards tracking, etc. Monitors the work of contractors providing nutrition education and training services for schools, sponsoring organizations and parents. Monitors contractors’ budgets, deliverables, and invoices for compliance with contract language. Provides decisions to PDE’s contractor regarding allowable practices associated with contracted activities. Reviews and interprets nutrition and health education research for the purpose of developing outcomes-based programs for the Bureau of Food and Nutrition's education efforts. Evaluates and compiles nutrition education materials and resources for Child Nutrition Program sponsors and educators. Recommends nutrition programs, curriculums and best practices. Participates in the development of Requests for Proposals (RFP) for nutrition education materials, curriculums and best practices. Drafts correspondence to USDA, legislators, constituents and sponsors in response to inquiries. Assists in the development of the Bureau of Food and Nutrition website. Develops and delivers statewide nutrition education workshops in a variety of forums. Assists in seeking, writing and implementing grants and their proposed activities. Serves as an expert in food safety and the implementation of required food safety programs. In conjunction with Bureau Program staff, develops and implements a multi-faceted outreach plan to expand participation in the Child Nutrition Programs such as the School Breakfast Program, Summer Meals Programs, etc. and with professional organizations to outreach to appropriate professionals (e.g., school nurses, principals) to promote participation in the Programs. Travels as necessary. |
