Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position provides support to the IT Generalist 2s at the Southeastern Veterans Center (SEVC), the Gino J. Merli Veterans Center (GJMVC), and the Delaware Valley Veterans Center (DVVH) with the coordination, oversight, and maintenance of computer systems operations. The position’s home location is SEVC, but may be required to travel to GJMVC and DVVH to provide onsite support. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Perform network administration on Windows operating systems within the homes client server environment. This includes installation, applying upgrade patches, and monitoring system performance. Ensure connectivity to various applications residing on the Internet and Agency intranet, which includes Integrated Enterprise System, and other Commonwealth and Agency applications and initiatives. Identify and resolve network hardware and software problems. This includes various application and terminal servers, domain controllers, routers, switches, and the operating systems software. Ensure interaction with Agency technical support in the installation and maintenance of any network software and hardware necessary to support the DMVA enterprise environment. Respond to requests for assistance from users via the IT Help Request System for access to applications, personal computer support, kiosk support, resolve printer and other hardware and software problems; place service calls to vendors and monitor status, or restore lost data. Refer issues to Headquarters technical staff or arrange for vendor service and follow up to ensure that the work is completed appropriately. This applies to both commercial and in-house software. Provide equipment life-cycle management by maintaining hardware and software inventories. Perform Help Desk Analyst role for SAP; responsible for answering information technology questions posed by agency end-users; up-channel issues to next higher-level help desk for resolution. Test and evaluate products and applications associated with departmental administrative applications. Make recommendations on software and hardware purchases, systems integration and installation, and the use of hardware and software. Function as back-up site security administrator. Manage user access levels by adding, modifying, and deleting individual and group policies and file permissions, to ensure data integrity at and maintain compliance with commonwealth directives. Implement, control, and monitor network security measures. This includes keeping abreast of HIPAA issues and ensuring the site maintains compliance with all security directives. Assist the IT Gen 2s by auditing network logs for security and data integrity. Assist program areas on information technology needs, prepare work statements for contractual support, and utilize departmental standards and policies on the procurement of information technology related equipment and services. Assist the Information Technology Generalist Administrator at DMVA Headquarters in the design, acquisition, installation, operation, and maintenance of complex networks. Perform interoperability tests on operating system, network, and application software to ensure functionality with future proposed systems. Review information technology requests to assure compatibility and compliance with agency policies, and state and federal directives. Conduct both formal classroom and informal information technology training for users by developing training materials, manuals, bulletins, on-line help documents, and other user aids. Assist with database administration tasks in support of the home’s various databases. These include pharmacy, dietary, and other systems unique to long-term nursing care facilities. Ensure these critical systems are always operational. Ensure constant functionality of MatrixCare to ensure swift input and reimbursement for covered services. Perform data back-ups on all servers to accomplish disaster recovery as prescribed in the Department’s “Data Back-up Standards” policy. This includes off-site data storage. Also serves as the information systems librarian. Set up and break down audio visual equipment for in-services or presentations. Handle routine maintenance and troubleshooting to include rewiring of facility phones, reprogramming, and the switching of cords and cables. Create and maintain computer-stored logs and documentation to track all equipment and repair data for quick reference and efficient response to facilitate operations. Act as backup for making new and replacement badges for employees. Recommends and assists in writing policies for staff use of equipment. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor. Use personal protective equipment when required such as gloves, masks, face shield, etc. Perform related work as required. |
