Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Performs beginning level professional work to assist with administering equal opportunity (EO) and non-discrimination programs, Limited English Proficiency (LEP) plans, and related initiatives within the Department of Labor & Industry. Participates in monitoring, investigating, and supporting compliance with applicable federal and state laws and regulations among State Employment Security Agencies (SESAs), Local Workforce Development Areas (LWDAs), PA CareerLink® sites, Unemployment Compensation (UC) offices, the Office of Vocational Rehabilitation (OVR), and other workforce development programs and projects that receive federal or state funds. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists senior level Specialists with the monitoring and enforcing of state and federal laws and regulations related to EO and discrimination in employment at State Employment Security Agencies (SESAs), Local Workforce Development Areas (LWDAs), PA CareerLink sites, Unemployment Compensation (UC) offices, the Office of Vocational Rehabilitation (OVR), and other related programs and projects. Analyzes, processes, and seeks to resolve complaints from individuals who believe they have been discriminated against on the basis race, color, national origin, limited English proficiency, age, sex, or disability. Independently handles more straight-forward complaints and/or assists more experienced Specialists with more complex cases. Conducts investigations of discrimination complaints, focusing on more straight-forward cases or segments of more complex cases. Meets with complainants, conducts initial interviews, determines the depth and breathe of the investigation, identifies any witnesses or documentation relevant to the investigation. Interviews witnesses, respondents, supervisors, and others as applicable. Obtains and reviews documents and data. Maintains case files. Drafts investigatory reports and recommendations for review and finalization by supervisor or senior level Specialist. Conducts on site and remote compliance reviews and audits. Compiles and analyzes workforce and client data for contractors, grantees, and service providers to determine compliance with state and federal EO and nondiscrimination requirements. Drafts reports of findings, finalizes reports after review from supervisor or lead reviewer. Assists with the development and implementation of the agency’s Limited English Proficiency (LEP) plan. Issues determinations for disability and pregnancy-related accommodations. Drafts and participates in the delivery of training and workshops (on-site and remote) related to EO, non-discrimination, LEP plans, and disability or pregnancy accommodations. Provides guidance and assistance to paraprofessional or clerical staff of the Office. Applies Section 188 of the Workforce Innovation and Opportunity Act (WIOA) and its supporting regulations to all program areas within the department as well SESAs. Maintains knowledge of relevant federal and state EO and non-discrimination laws and regulations. Performs other related duties as assigned. |
