Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located within the Department of Human Services, Office of Long-Term Living (OLTL), Bureau of Fee For Service Programs and reports directly to the Director of the Division of Provider Operations. The incumbent will provide program office support services for the statewide Home and Community Services Information System (HCSIS), Enterprise Incident Management System (EIM), The PA Individual Assessment System (PIA), Participant Review Tool (PRT), Docushare, and Client Information System/eCIS(CIS). HCSIS is a complex, integrated; Internet based quality management/case management/financial management application that supports the provision of services to people with physical, intellectual, and aging related disabilities as well as mental health and physical health service needs. It includes modules for individual information and referral, registering participants and providers, performing assessments, creating service plans and providing ongoing quality management and financial management/claims authorization. HCSIS supports the participant demographics, support plans, services and rates for OLTL’s Centers for Medicare and Medicaid Services (CMS) Home and Community Based Waivers and a state funded program. EIM is a comprehensive, web-based incident and complaint reporting system that will provide the capability to record and review incidents for OLTL waiver/program participants. EIM will also provide OLTL with the capability to record and review participant complaints and link them to incidents as needed. EIM incidents are entered by both OLTL’s service coordination entities and direct care providers. The complaint reporting system is used by OLTL staff to log complaints received either by the 800 number, email or letters. PIA is the system where clinical eligibility assessments for Medical Assistance long-term service and supports are maintained to support OLTL Programs. Docushare is Enterprise management software utilized by OLTL to manage program operations. PRT is a tool utilized by Service Coordinators (SCs) during face-to-face visits to collect information to enable OLTL and SC's to better understand each participant's needs and appropriateness of the ISP addressing those needs. CIS/eCIS is the system utilized for application processing and case maintenance activities. The incumbent is responsible for a broad range of duties to provide a variety of business support functions in the following areas: business and system requirements, user acceptance testing, and ongoing user support for OLTL providers and staff. The incumbent is responsible for performing activities to include interpretation, training, documentation, of systems to support the program office objectives. Responsibility also includes resolving issues and answering questions related primarily to the service programs supported by OLTL’s systems. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supports program operations by responding to data requests and assisting in the development of reports. Participates or assists in user acceptance testing. Manage system permissions, registrations, access as needed for OLTL staff, providers, and/or business partners. Creates Work Items (Incidents) for application fixes and enhancements into the Team Foundation Server (TFS) Application used by functional leads, system analysts, developers, and program business leads to support OLTL Operations. Prepares system change requests and enters them into the TFS Application. Prepares the ranking of system bugs and system change requests for the HCSIS quarterly releases. Reports application issues and assists in impact analysis. Works with staff from OLTL, Health and Human Services Delivery Center(HHSDC), and business partners to resolve issues. Prepares and runs the testing scenarios for work orders or maintenance in HCSIS or EIM using corresponding testing applications. Participates in system and user acceptance testing as well as the documentation of testing results to ensure releases meet the needs of OLTL. Meets with users and program staff to identify business requirements for application changes, on-line and ad-hoc reports. Completes project objectives by assisting in data analysis regarding the use of systems including the interfaces that exist between the applications. Participates in both participant and provider data clean-up efforts. Provides triage and escalation support, as well as coordination of these data clean-up efforts with OLTL staff, HHSDC and business partners. Performs problem resolution and escalation of issues that require technical analysis for diagnosis. Helps identify policy questions and issues so they can be forwarded to the policy office staff for resolution. Responds to telephone and email inquiries concerning participant and provider issues with OLTL utilized applications. Serves as the program office project officer on projects for systems changes as needed. Participates in the initiation, planning, execution and closeout phases of projects, assisting the affected bureau with a smooth transition into operation for the completed project. Works with internal and external stakeholder groups and multiple teams within each project to meet the work plan and schedule requirements defined for each project. Organizes and leads meetings and workgroups. Ensures that each project is delivered within scope and on time, while continually assessing whether the project meets business needs and represents the strategic plan of OLTL, discussing corrective measures as necessary. Performs other job duties as assigned. |
