Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The primary purpose of this Senior Civil Engineer position is to be a lead worker that uses advanced and complex civil engineering knowledge and abilities combined with good communication skills to successfully & independently plan and develop Abandoned Mine Land (AML) Projects. In addition, this position will be responsible for administering and managing AML grants / subawards. This position is situated in the Wilkes-Barre District Office and reports to the Planning & Development Unit Manager.

Description of Duties:

The employee in this position independently plans and develops AML Reclamation Projects, classifying AML problems and performs the following duties (to include but not be limited to):

Successfully perform Project Development for all assigned AML projects to submit for Authorization to Proceed (ATP) to the Federal Office of Surface Mining (OSM). Perform reviews of ATP package submissions from entry level engineers.

Evaluate the environmental resources in accordance with the National Environmental Policy Act (NEPA) present on proposed AML Projects to successfully obtain project’s consultations and Environmental Clearance. Typical resources that may be present on a project are (but are not limited to): historic & cultural resources, hydrology, vegetation, fish & wildlife resources, soils, air quality, archeological and socio-economic.

Perform background data searches, reconnaissance surveys, and personal interviews as needed pertaining to AML Projects.

Prepare OSM Eligibility Determination Reports. These determinations include collecting and evaluating property owner information, historical mining data and site characteristics.

Maintain and update the AML Inventory in accordance with the AML Inventory Manual for assigned AML Problem Areas (PA) and projects.

Input data into the electronic AML Inventory database known as eFACTS for assigned projects with the proper security roles.

Use and keep skills current for GPS data collectors, other accepted mapping software, ArcGIS, Autodesk Map, scanners and any associated software in conjunction with assigned duties.

Perform and calculate preliminary designs and estimates. Preliminary designs may involve (but not be limited to) different aspects of engineering such as, surveying, hydrology, hydraulics, earthwork and cost estimates.

Perform Grant / Subaward Administrator and Management duties for DEP’s AML/AMD Grant Program, as required. Score and award or deny grant / subaward applications. Guide grantees through the application process, assist them with developing grant justifications, budgets, invoices, and any special requirements in accordance with grant guidance and standards. Seek guidance from the Unit Manager, Office Administrator, and/or Chief Counsel Office for clarification if needed. Process grant invoice payments. Score Growing Greener Grants and work as Grant Project Advisor, on an as-needed basis.

Answers questions and supply information to the public and other agencies regarding the AML program and specific AML problems.

Coordinates and participates in tours, media events, and other promotional activities to increase public awareness of AML reclamation projects.

Assist the Unit Manager in generating various work reports related to the development of AML reclamation projects.

Obtain and maintain collector ID for the Sample Information System (SIS). On an as-needed basis, assist the Technical Services Section with the collection of water samples for all water problems being worked. Prepare and handle water samples in accordance with standard procedures in a timely manner.

Assist the Investigations Section with AML inquiries and with the development of contract projects, on an as-needed basis.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
