Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Performs independent professional work in the administration/monitoring of the Department’s external On-the-Job Training (OJT) Program, as well as the OJT Supportive Services (OJT SS) program. Administers/monitors, as the Bureau’s Program Manager, the special OJT/SS projects that are solicited by the Headquarters’ Office of Civil Rights through Pennsylvania's FHWA Division Office. This position is responsible for supervising two (2) Equal Opportunity Specialist 2s. Each subordinate is responsible for supporting the Eastern Region (Districts 3, 4, 5, 6 and 8 and Western Region (Districts 1, 2, 10, 11 and 12), respectively. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • OJT Program o Conducts analysis of OJT Reports to ascertain contractors’ compliance with contract goals and contract special provisions. o Analyzes OJT goal set for Department against previous year and drafts year-end report for annual distribution to the OJT Goal Setting Team. o Reviews Bid Proposal in Engineering and Construction Management System (ECMS) to verify that appropriate numbers of trainees are included on projects pursuant to established methodology and communicates discrepancies to supervisor and Highway Administration Design Team. o Provides concurrence/denial and/or recommendations to revise, prime/sub contractor’s On-the-Job Training Program submissions which have been submitted through the Department’s District Labor Contract Compliance Agents (DLCCA). o Conducts monthly review of training reports provided by the District and communicates details to OJT Supportive Services Contractor for follow-up. o Reviews OJT Supportive Services Report and discusses issues with Supportive Service Contractor and supervisor. o Reviews and evaluates District OJT Program Status Reports and provides guidance to District Labor Contract Compliance Agents (DLCCA) in an effort to ensure program compliance. o Maintains list of projects for which the Trainee goal is “off-track” and determines whether project should be elevated. o Generates Quarterly District OJT Goal Status Report from all districts for review by supervisor. o Upon project completion, evaluates whether trainee goals were met and drafts letter to District Executive and report of findings for submission to supervisor. o Evaluates “Exit Interview” information from OJT Supportive Services Contractor and includes relevant information in OJT Quarterly Report. o Reviews OJT Program reports, submitted by OJT Supportive Services Contractor to include relevant information in the OJT program monthly, quarterly and year end reports. o Maintains records necessary to ascertain underutilization of minority and women trainees in the construction industry. o Conducts reviews of District trainee files to ensure effective monitoring of OJT Program. o Establishes and maintains monitoring mechanisms to monitor the activities of the OJT Supportive Services contractor. o Conducts preliminary investigation of complaints related to trainees and reports summary of preliminary findings to supervisor. o Provide necessary support and guidance to PennDOT personnel to ensure objectives of program are achieved. o Evaluates and recommends necessary changes to POM, District Labor and Contract Compliance Manual and Trainee Provisions as necessary. o Provide necessary support and guidance to PennDOT personnel to ensure objectives of program are achieved. • OJT Supportive Services o Evaluate monthly and/or quarterly reports to ensure that progress is being made toward increasing the effectiveness of approved OJT training programs and that problems associated with trainees are identified for resolution. o Conduct reviews of Supportive Service Contractors files to ensure that required records are being kept and that necessary follow-up reviews regarding the employment status of graduates is being conducted. o Scrutinize invoices submitted by the OJT Supportive Services Consultant for discrepancies before payments are disbursed. o Verify that the charges identified by the invoices received are listed accurately and that the invoices include the appropriate receipt documentation to justify payment. o Provide supervisor with monthly reports of OJT Supportive Service Contractors activities with recommended courses of action for improvement to deliverables. o Provide necessary support and guidance to OJT Supportive Service Contractor to ensure objectives of program are achieved. o Designated as the OJT/SS SOW Project Manager. o Evaluate monthly and quarterly reports submitted by Statement Of Work (SOW) Contractors to ensure that services are directly related to scheduled tasks. o Provide necessary support and guidance to SOW Contractors to ensure objectives of program are achieved. o Collaborates with SOW Contractors to establish specific performance goals that helps to ensure accountability and assess effectiveness of activities. o Scrutinize invoices submitted by the SOW Contactors for discrepancies before payments are disbursed. o Discuss with supervisor, monthly reports of SOW Contractors activities with recommended courses of action for improvement to deliverables. o Provide necessary training and guidance to Department personnel regarding program implementation. o Generate necessary correspondence. o Other duties as assigned by supervisor or Director. Performs the full range of supervisory duties while assigning and reviewing the work of the two subordinate positions. Safety 1.
