Position Purpose:

Provides supervision, office support and field inspection within the Permit Unit to provide timely and accurate issuance of Highway Occupancy Permits.

Description of Duties:

Responsible for supervising the overall operation of the applicable county Highway Occupancy Permit Office for PennDOT District 12, in accordance with Department Regulations, policies and procedures relating to the review and issuance of highway occupancy permits. Supervises department inspector(s) and is responsible for planning, organizing and assigning duties to department staff. Provides general information and technical guidance to applicants, consultants and other interested parties.

Approves leave, signs payrolls, and prepares employee performance evaluations. Monitors subordinate performance and take necessary action. Maintains professional working relationships with landowners, developers, contractors, engineering consultants, public utilities/authorities, surveyors, municipal officials, legislative community, as well as department and FHWA staff and other governmental entities to promote positive customer service objectives.

Interprets regulations, standard specifications and plans. Exercises independent judgment in making on-site technical decisions and resolving problems that arise.

Performs inspection of materials and workmanship on permit construction work characterized by excavation, widening, drainage, backfilling, overlays, guiderail and work zone traffic control. Organizes and maintains all administrative functions of the county office including files, diaries, correspondence, ledgers and record retention.

Explains to customers, roadway, traffic, and bridge standards, policies, specifications and testing procedures.

Conducts independent review of all plans, specifications and related documents submitted by applicant. Independently performs field reviews to verify accuracy and compliance of submissions. Independently determines the need for and amount of highway restoration security documents. Verifies through field measurements of highway grade and sight line distance, compliance with the department’s sight distance requirements for access requests. Determines safe operating speeds as required.

Requires thorough knowledge of ability to explain to public and ability to use the Department’s system of roadway identification (SR-Segment-Offset). Performs spot inspections of work within or affecting right-of-way to verify compliance with Department permit regulations. Requires ability to identify violations of specific sections of applicable state laws and regulations to issue Departmental Citation Form (M-945C) to document violations. Prescribe corrective action which may include an order to stop work and/or annul the permit in a tactful, nondiscriminatory and legally defensible manner. Responsible for verifying ongoing and completed permitted work is performed in compliance with applicable Department regulations, as well as any special permit conditions that may apply on a particular project.

Reviews complaints with county maintenance personnel relating to utility work or driveway work associated with a hazard or drainage problem. Deals directly with the utility or property owner and county maintenance personnel in resolving these problems. Pursues documented follow-up action until satisfactory corrections are completed. Inform county personnel when Department forces should be utilized to complete repairs that are not completed satisfactorily by a property owner or utility owner.

Responsible for records and permit files and other pertinent documentation. Monitors permit work to ensure timely completion. Contacts owners of unauthorized driveways or utility facilities and others responsible for illegal occupancy or work within the right-of-way to gain compliance. Perform research to assist in compiling information requested for Tort Liability cases. Provides expert testimony at judicial proceedings as required.

Attend pre-bid and preconstruction meetings, with townships, borough, and utility officials and their engineers and contractors to interpret and explain department specifications relative to their proposed projects, stressing traffic control, backfill material, compaction required, restoration of roadway pavements and shoulders and ensuring safety for highway users. Attends meetings to represent the Department’s interests, requirements, to resolve potential problems. Responsible for final inspection of all issued permits. Conducts field views of the work to verify completeness in accordance with the permit and the department regulations. Either document acceptance of the work or notify permittee of deficiencies.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge
management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for h ours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of complete work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.
