Position Purpose:

This is a management position assisting and supporting the Forest District Manager with the leading and supervising of forest district personnel, management of district programs, use of district resources, and oversight of district wildland fire program. In addition, this position may be assigned additional state forestry programs which include state forest management, operations and maintenance.

Supervision:
Supervise assigned personnel to include forester, forest technician, wildfire supervisor, forest maintenance supervisor, maintenance and trade positions, forest patrolman and other assigned personnel.
Develop employee goals, objectives, and work plans.
Review employee performance and complete annual employee performance reviews (EPR)
Develop program area work plans to meet state forest and district resource management plan goals.
Provide orientation and training for employees.

Wildland Fire:
Manage district wildland fire program including wildfire and prescribed fire programs
Direct district wildfire response, investigations, reporting, and billing
Prepare annual wildfire program operating plan and budget request
Direct use of annual wildfire funds for procurement of wildfire equipment, tools, prevention materials and training
Direct use and replacement of wildfire vehicles, wildfire engines, and equipment
Organize and develop district wildfire response system using ICS to include Forestry personnel, fire wardens, volunteer fire companies, and wildfire crews.
Audit all wildfire investigation, reports, and bills, for accuracy prior to submitting for approval.
Oversee district wildland fire training programs and position qualifications.
Direct district out of state wildfire crew program including training, qualifications and assignments.
Manage district federal excess property and Department of Defense equipment programs
Meet and maintain Bureau of Forestry wildland fire fighter standards
Have or become prescribed fire certified, maintain position(s), and participate with identified positions according to Bureau of Forestry policy and procedure and/or NWCG guidelines and/or guidelines as established by Prescribe Fire Council for all prescribed fire work.

State Forest Operations:
Manage the district state forest operations and maintenance and recreation program,
Prepare project plans and funding requests for state forest projects
Oversee maintenance of all district buildings, grounds, and infrastructure.
Serve as district contact for field operations.
Serve as project manager for district construction and maintenance projects.
Direct maintenance and construction of roads and bridges
Manage district dam maintenance and monitoring program.

Forest Resources:
Oversight of silviculture operations including timber sales and forest regeneration projects
Oversight of rural and community service forestry programs
Oversight of forest planning including landscape examinations, vegetation typing and mapping
Oversight of forest health programs

Administration:
Manage district safety program
Serve as district vehicle and equipment fleet manager.
Oversight of district radio communication program
Knowledge of Forestry GPS/GIS system
Knowledge of Department human resource procedures
Knowledge of Department procurement and budget procedures
Knowledge of job safety and safety program
Knowledge of COPA and department regulations, directives, policies, and procedures
Read and understand strategic plan, state forest resource management plan and district resource management plan.
Maintain PA Public Pesticide Applicator License, Category 05
Maintain department standards for forest ranger manager.
Attend required training and continuing education courses
Develop and maintain contacts and working relations with both internal and external partners
Perform and carry out other duties as assigned by the Forest District Manager

Decision Making:

Make decisions involving staffing, budget, and allocation of resources.

Make decisions involving personnel actions and progressive discipline.

Make decisions for emergency response to wildfires, search and rescue, and all hazard emergencies.

Make assignments to insure work is meeting district resource managment plan goals and adhering to department directives and polices.

Perform risk assessments and make best decisions for operational and employee safety.
