Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Perform work as an inspector of simple to moderately complex transportation construction projects. Ensure that all construction work is completed in conformance with approved construction codes, plans, standards, specifications and maintain projects status / updates with immediate supervisor to ensure accurate project progress reports are available to the District Office, municipalities and general public.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Perform a variety of independent technical duties in the inspection of materials and workmanship on transportation construction projects to ensure conformance with contract requirements and established standards and specifications.

Independently inspect any and all phases of transportation construction work. Check grades, elevations, structure stake-out and roadway stake-out.

Completely document and check work performed by contractors and inspection staff as outlined in the Project Office Manual (Pub 2) and as required in Pub. 408. Produce and review this documentation manually or electronically. Proficiently utilize Department supplied computer software in completing project documentation and perform direct entry of daily documentation into the Construction Documentation System (CDS). Produce reports as needed and/or required for project records and interpret the results to track progress and schedule (CPM). Track and check material quantities and testing utilizing either manual or computerized methods.

Interact with Department staff, other federal, state and local agencies, legislators and the general public to ensure the effective administration of transportation construction projects.

Complete master diary, mathematical calculations, item quantity estimates, project cost estimates, work orders, time extensions and all applicable construction project documentation manually or electronically. Assist in resolving field construction problems that are encountered.

Inspect the placement of materials such as cement concrete, bituminous concrete, drainage materials and all materials applicable to transportation construction.

Perform mathematical calculations to determine consistency of materials being used, draw sketches, note field plan changes, and maintain consolidated construction inspection progress and quality control reports associated with the work being accomplished.

Provide nuclear testing assistance (if certified) when information on sub-surface strata, soil moisture content and density is required during location, design or construction.

Execute your daily responsibilities to ensure that transportation projects are completed in accordance with all existing regulations, policies and procedures and in an expeditious and cost effective manner.

Enhance communications among all Construction Division staff as well as throughout the organization to ensure awareness of how I as an employee can meet the Department's goals and objectives and deliver effective customer service.

Support and participate in the Department's Performance Excellence/Baldrige effort by identifying areas for implementable change and working toward a continuous quality improvement in the organization.

Support, participate and implement the Department's Strategic Agenda "Moving Pennsylvania Forward" in all areas within the Construction Division and in conjunction with other divisions and units within the Department.

Succession Planning: (Employees)

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA) (Employees):

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.50/8.0 hour day.
