Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves in the Labor and Industry/Banking and Securities HR Office. This position is responsible for administrative duties pertaining to the human resource programs assigned to the Workforce Support Section.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides technical and administrative support for the Performance Management Program for the client agencies. Reviews and evaluates all Employee Performance Reviews (EPRs) to ensure they are completed timely and properly in accordance with Management Directive 540.7. Provides feedback and recommendations directly to raters and reviewing officers to correct technical or content errors. EPRs with complex content issues or that may lead to a performance improvement plan are referred to the Workforce Support Section Manager or the appropriate Employee Relations analyst.

Runs reports and sends notifications regarding Employee Performance Reviews (EPRs) that are coming due. Maintains spreadsheet to track the timely completion of EPRs. Sends overdue annual and probationary EPR reminders to supervisors when appropriate. Submits ePARs to grant regular status when an employee successfully completes their probationary period.

Serves as the timekeeper for HR Office team members. Codes overtime, enters leave requests that are unable to be entered by the employee or supervisor, runs error reports, and corrects errors as needed.

Assists with uploading, certifying, and purging documents in the electronic official personnel files (E-OPF) for the employees of the agencies served by the HR Office. Scans original documents and uses HRDoc software to file the documents. Ensures quality control for the filing of documents and shredding of originals after the electronic filing is successful. Serves as the liaison with the HR Service Center and other HR Offices regarding e-OPFs and ensures the timely approvals of requests to review e-OPFs.

Monitors the UC email resource account. Assists the third-party provider with preparing responses to Unemployment Compensation claims, appeals, and requests for information. Forwards claim and hearing information to the appropriate program area, legal counsel, or Employee Relations analyst as appropriate.

Provides ad hoc reports using available SAP, IRIS, and other resources.

Reviews Financial Disclosure forms that are submitted and either approves the submissions and forwards them for legal review or returns them to the employee for necessary corrections and resubmission. Responds to employee questions and assists employees with the completion of forms.

Coordinates the production and distribution of years of service and retirement certificates as requested by customer agencies.

Assists with file management.

Participates in a variety of human resource program areas, performing duties such as gathering data from publications, files, and interviews, analyzing data, recommending appropriate activity, and substantiating recommended actions.

Monitors and maintains email resource accounts. Conducts research and reviews relevant policy to answer general inquiries or forwards more complex issues to the appropriate analyst for response

Forwards copies of FMLA and military leave letters to the appropriate supervisors, managers, and other HR team members or resource accounts.

Handles the employee separation process, including submitting ePARs for employee separations and monitoring the status of ePARs to ensure they are processed in a timely manner. Prepares internal separation notices and acceptance of resignation notices to be sent to employees.

Assists with answering the HR Office main telephone line. Conducts research and responds to routine inquiries. Forwards complex inquiries to the appropriate team member for response.

Performs other related duties as assigned by the supervisor, Employee Relations and Workforce Support Division Chief, and the Human Resource Manager.
