Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the Chief of the Store Performance and Data Division. This position develops and monitors Retail Performance data through the creation and implementation of Key Performance Indicators. This position reports to the Director of the Bureau of Store Operations Support and oversees subordinate staff performing Retail Performance and Data Administrator functions.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assigns, delegates, and reviews the work of assigned employees to ensure that the Store Performance and Data Division is achieving the objectives established for it by the Agency.

Works as the conduit between the field organization and central office directly or through subordinate staff.

Develops and leads the strategy for retail performance and data analysis to ensure all goals and objectives set by Retail leadership are met.

Serves as the lead for Information Technology Services (ITS) initiatives that involves Retail Operations, providing retail expertise to ensure desired outcomes of development and testing.

Develops a project runway and reviews monthly to ensure all Division project tasks are being completed timely.

Manages bureau and enterprise level projects that require business leads and testers. This work involves business process development, integration testing, and user acceptance testing.

Reviews and approves the organization and implementation of a wide array of programs and initiatives, including retail data analysis, report development, retail data governance, system functionality, and business systems development.

Contributes to the development, adoption, implementation, and evaluation of policies and processes designed to accurately define and guide store and field employees.

Manages retail operations projects and initiatives designed to build capabilities and enhance functionality for stores and field offices.

Ensures the proper business leads are actively involved in IT projects that are retail-focused or require retail subject matter expertise.

Confers biweekly with Inventory Control/Asset Protection to ensure store shrink and loss is being addressed and managed.

Identifies opportunities to optimize key internal processes and collaborates with the director(s) in Retail Operations to develop initiatives that will improve efficiency and effectiveness for the Bureau.

Reviews outstanding or outdated policies and processes, then coordinates with TMOD, to develop a prioritization of documentation related to policy and process directly linked to the projects this team is involved in.

Develops and submits requests for services (RFS) to ITS to address gaps or system-related issues.

Reviews, analyzes, and identifies gaps in available data or reports, then partners with IT in the development of retail reports using various data tables as the business requires.

Manages quarterly testing related to Retail Operations to ensure all necessary test plans are being followed and executed and provides weekly progress reports to appropriate leadership.

Reviews and validates reports run by subordinate staff to ensure timely and accurate results.

Reviews all proposed retail focused or involved IT projects to ensure proper Store Operations involvement.

Acts as the Domain Data Steward for Retail Operations.

Acts as the innovator for the Bureau, staying abreast of relevant trends, changes, and best practices.

Oversees the bi-annual review of retail reports to ensure accuracy and updates as needed.

Collaborates with other division chiefs within the Retail Operations Office to ensure operational goals and objectives are being met.

Develops cross functional relationships with peer level managers across the organization.

Participates and presents as required at PLCB lead meetings and conferences.

Serves as a key advisor regarding retail performance and data analysis.

Performs other duties as required.

Work is performed independently within generally established parameters and guidelines set by the Bureau Director and Retail Leadership. This position may also address issues that are outside of generally established guidelines and make decisions related to correct processing of actions. As issues arise that are not firmly established, the incumbent will discuss with the Director to seek guidance in order to recommend changes to policy, process, or division procedure.
