Position Purpose:

This position is an Aquatic Biologist 2 in the Northwest Region’s Waterways and Wetlands Program Permitting Section. The employee implements the statewide programs on waterway and floodplain management mandated by the Clean Streams Law and Dam Safety and Encroachments Act.

Description of Duties:

Performs advanced professional work in the field of aquatic biology.

Independently conducts technical review of permit applications and waiver requests under the Chapters 105 Regulations. Work includes:
• Conducting environmental analyses to provide technical input on permit applications that impact waterways and wetlands.
• Developing the Record of Decision and recommendation to issue or deny a permit.
• Coordinating with the Program’s Engineers on wetland and stream impacts.
• Reviewing wetland, stream, and aquatic ecosystem mitigation plans in conjunction with permit applications and monitors compliance with plans.
• Reviewing 401 Water Quality Certifications requests.
• Reviewing and issuing Emergency Permits.
• Preparing or providing input into technical deficiency letters,

Identifies and delineates wetlands, including the identification of hydrophytic plant species, hydric soils, and hydrologic indicators.

Conducts investigations of environmental conditions to determine compliance with permit conditions.

Provides technical expertise to agency staff, other agencies, local officials, partner organizations, and the public on departmental policies and environmental impact.

Responds to complaints, as assigned, regarding dams, water obstructions and encroachments, earth disturbance activities, and wetlands. Provides technical assistance and recommends compliance actions to remedy violations. Prepares inspection reports, correspondence, and other documents needed to follow up to a complaint investigation.

Provides technical assistance to county Conservation District staff on Chapter 102 erosion and sediment controls and Chapter 105 regulated activities for permitted and non-permitted sites.

Participates in flood disaster activities, as requested, that may include short-term assignments to the field under state or federal emergency preparedness programs

Complies with established policies and technical and administrative Standard Operating Procedures.

Attends meetings to communicate to the public, government officials, consultants, permit applicants, and others in the Department.

Conducts or participates in field work within the fourteen (14) county Northwest Region.

Participation in meetings or training that require overnight travel.

Perform other job-related duties as requested by the Permitting Section Chief or Program Manager.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
