Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as a DCNR Ranger Trainee to provide a wide variety of public safety and service designed to protect visitors, facilities, and natural resources at Promised Land State Park Complex, including Varden Conservation Area, and other Commonwealth areas assigned. Employee serves as an ambassador for the park while maintaining the peace. The Ranger Trainee is an active member of park staff and will develop and maintain a good working relationship with internal and external coworkers and customers.

This person is responsible for: assisting park visitors; improving compliance with the rules and regulations utilizing many methods including education, explanation, and enforcement; completing building and grounds patrols; assuring the safety of park visitors, park environment, and park facilities conducting search and rescue operations as a first responder; takes appropriate action to resolve routine and emergency situations.

The DCNR Ranger Trainee must keep abreast of all events and activities in the park complex, and keep the DCNR Ranger Supervisor, Park Managers, Maintenance Supervisor, office staff, and others informed of situations, needs and problems. This employee must be able to perform emergency maintenance and take appropriate action to resolve emergency situations.

In accordance with Act 153 of 2014, this position is required to complete Child Abuse, Criminal, and Federal Criminal History Checks at the time of hire, and thereafter every five (5) years.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Work involves patrolling the park grounds and boundaries in order to provide visitor services, ensure public safety, and compliance with park rules and regulations, and the Commonwealth's Criminal and Vehicle Codes.

PATROLS - Operates a motor vehicle, ATV or boat to patrol park grounds. Ensures visitor safety and protection of the resources. Provides assistance to visitors as requiring help. Inspects buildings, structures, and facilities for security and safety. Ensures posters, bulletin boards, and signs are current and serviceable. Fills Map boxes as needed. Ensures assigned equipment and work areas are maintained in a clean and neat condition.

PUBLIC RELATIONS - Presents a professional Park Ranger image to the general public through uniform appearance, verbal skills, courtesies, and knowledge of the park, the environment and history, rules and regulations, laws, telephone skills, and a presence of self-confidence. Provides information and assistance to park visitors. Staffs Park offices and other public facilities. Serves Park visitors by using the computer reservation system.

LAW ENFORCEMENT - After completing the Academy and New Ranger Training the DCNR Ranger assists with enforcement of the law, especially as it pertains to State Parks. Assists with the investigation of complaints, accidents, and crimes. Helps determine the appropriate action to take, and prepares incident reports, and cooperates with local and PA State Police, PA Fish & Boat, and PA Game Commissions. Maintains property log, lost and found articles, and attendance reports. Maintain radio equipment inventory and repairs.

EMERGENCIES - Takes charge of situations in emergencies, search and rescue operations, and accidents to ensure the safety and protection of the visitors and the resource. Conducts search and rescue operations as a first responder. Provides First Aid and CPR consistent with current certifications. Directs traffic.

REPORTS and INSPECTIONS - Completes monthly and daily logs including the status and condition of campgrounds, facilities, equipment, visitor safety, occurring incidents, citations, accidents and attendance.

MISCELLANEOUS -

Ensure daily logs are filed at the end of shift, and all other reports within the time frames designated by the Bureau or agreed upon with the Ranger Supervisor.

Prepares incident reports, daily ranger logs, incident logs, vehicle mileage sheets, and other reports in an accurate and timely manner. Records park attendance estimates no later than the 2nd day of a new month.

Cleans ranger vehicles and equipment including firearms. Maintains a neat and organized ranger station.

Raises/lowers U.S. and Pennsylvania flags throughout the park as needed.

Utilizes a computer, runs various reports, maintains inventories, and works on the park's reservation system.

Works with groups and individuals including, but not limited to Promised Land Cabin Owner's Association (PLCOA), and their caretaker, park volunteers, scouts, school groups, court assignees, civic associations, and clubs.

Posts nightly campground occupancy reports, regulation posters, no hunting area signs, trail signs/markers, boundary markers, and other safety or regulatory signs around the park.

NECESSARY SPECIAL REQUIREMENT:

Employee must obtain Agency's Commission to exercise powers of arrest during the twelve (12) month trainee period.

Patrols the park and its facilities, and responds appropriately to any situation which may arise, including safety issues, park visitors that require assistance, emergencies and violations of Commonwealth of Park laws, rules or regulations. Determines course of action to take to resolve and follow through. Calls for back up assistance as necessary. Work is assigned in the form of oral or written instructions and is reviewed upon completion for adherence to standards, completeness, and quality by supervisor.
