Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Learns to receive, review, and approve New Account and Supplemental Motor Carriers Road Tax/International Fuel Tax Agreement (IFTA) applications for fuel tax credentials. Conduct research, as necessary, using MY PATH on a PC and contact taxpayer to obtain missing information required to process applications received. 2. Learns to verify taxpayers physical address by using search engine maps on the internet. Taxpayer contact can be via original correspondence, e-mail or via telephone inquiry. 3. Learns to sort applications for processing by determining whether the applications will be forwarded to the Bureau of Imaging and Document Management (BIDM) along with applicable payments or processed via direct data entry. 4. Learns to batch applications using established guidelines for imaging by Admn. Services. 5. Learns to work applicable daily output from BIS. Sorts credentials (IFTA and PA-Only) IFTA licenses and PA-Only registration cards for stuffing and mailing. 6. Learns to stuff and mail credentials using established procedures. 7. Learns to work with taxpayers resolving delinquencies for the purpose of issuing credentials. 8. Learns to process incoming correspondence requesting account maintenance such as address changes, telephone number and name corrections. Updates MYPATH System via direct data entry, using a personal computer with the new information provided. Prepares and forwards such documents for imaging. 9. Learns to research undeliverable mail to obtain better address information, corrects files via direct data entry when better information is found, and forwards mail accordingly. 10. Learns to work with other offices, with walk-ins requesting fuel tax credentials, and with PENNDOT relative to their Farm Show operation that is conducted yearly at the apportioned registration renewal deadline. May relocate to the Farm SHOW building to man the IFTA table. 11. Learns to research taxpayer accounts on the computer system and tax returns to find out whether tax liabilities are owed by the taxpayers and make decisions to approve or disapprove the issuing of decals for taxpayers to travel the PA roads. 12. Learns to search filing of tax returns and approving the requests for decals when returns are not filed by taxpayers per IFTA guidelines. 13. Learns to process applications received in MY PATH from BIDM. BIDM images renewal applications showing changes or missing information. Makes changes to account from image and/or collects missing information by contacting taxpayer or researching account. 14. Learns to work with taxpayers to resolve delinquencies for the purpose of issuing credentials (decals) by checking the computer systems (Motor Carrier) for outstanding balances and delinquent tax reports. Calls taxpayers to inform them that they will not be receiving credentials since they have liabilities. 15. Learns to answer incoming telephone calls. Handles inquiries regarding the reason for our issuance of an underpayment assessment. Also handles routine calls for applications, tax forms and forwards calls of a technical/legal nature to examiners and/or the Section supervisor. 16. Learns to process and mail the daily assessment/credit notices received from the Bureau of Information Systems. 17. Demonstrates a commitment to the service-oriented culture of the Department. 18. Applies LEAN thinking in day-to-day tasks. 19. Is mindful of internal controls and risk management when changes are made to a process. 20. Treats others equitably and adheres to diversity and inclusion requirements in the workplace. 21. Performs other duties as required. |
