Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Residential Services Unit Manager is responsible and accountable for planning, directing and coordinating the total program of habilitation for individuals in assigned residential areas which comprise a community at Selinsgrove Center. The employee in this position has responsibility for supporting individuals who are intellectually disabled through integrating the efforts of the RSA, contract direct care workers, RSW, RSS, RSAS, RSANS staff and others into a cohesive, effective interdisciplinary team. Working with professional, technical and paraprofessional employees, the Residential Services Unit Manager (Community Support Manager) is responsible for the delivery of habilitative training, physical care activities and health maintenance on a 24 hour basis each day to each individual within an environmentally enhanced physical plant. Supervisory responsibilities cover all employees assigned in the community and coordination of staff from other organizational units who provide services in the community and /or individuals who reside there. Work is completed with general direction from the Director of Program Services or Director of Residential Unit Management.

Description of Duties:

Plans, organizes and directs work within the unit by assessing unit (community) needs, identifying and prioritizing work activities, initiating action, and monitors results to ensure effective and efficient delivery of services in full compliance with licensure requirements.

Administers personnel resources in the community by supervising supervisory staff directly or indirectly; implementing established management directives, procedures and practices; assigned work; periodically observing staff performance; conducting conferences, reviewing written work and evaluating work performance against established goals in order to maximize utilization and productivity of assigned staff.

Conducts a proactive program for the identification, investigation, follow-up and on-going monitoring of events resulting in injury or potential injury in order to assure a safe and healthful environment.

Directs the development and implementation and monitoring of Individuals Support Plans for each assigned individual by having the Interdisciplinary Team establish goals and objectives, program priorities, implementation strategies and monitoring functions to maximize quality and quantity of Program Services.

Ensures the maintenance of individuals’ records by directing the community staff to follow record policies/procedures and periodically reviewing selected portions in order to confirm or correct for compliance with facility policy and standards.

Directs and coordinates program of environmental enhancement by conducting or reviewing physical plant inspections and repairs, coordinating furniture purchases and placement, ensuring availability of personal items and decorations in order to maximize a personalized and safe environment.

Represents management in specific personnel functions by enforcing facility policies, interviewing, recommending and implementing disciplinary action; and responding to grievances in order to maintain an effective work force.

Trains subordinate supervisors and staff in the application of facility policies, identifying training needs and periodically reviewing the implementation of facility policies and contractual agreements to ensure consistent and uniform application.

Maintains and analyzes operational records, including those pertaining to seniority, equalization of overtime, complement control, leave usage, property management, by reviewing updated records and identifying areas of concern to ensure accuracy and maximize utilization of resources assigned to the community.

Evaluates ongoing management of the community by compiling/consolidating and reviewing data, conducting inspections of the community operation and preparing monthly reports in order to communicate the status of community activities and initiatives to supervisory staff.

Conducts Chart reviews as assigned and directed by the Director of Program Services, Director of Residential Unit Manager and/or Facility Director.

Represents the Administration by serving as a role model employee, advocating for developmentally disabled individuals, functioning as the Management Presence, and Manager on Duty (MOD) etc. in order to maintain an effective and efficient facility operation.

Leads assigned Quality Management groups and activities as assigned.

Supervision is accomplished through consultation, written and verbal communications and specification of objectives for achievement. Work is reviewed through observations, reports, and conferences.

Works as part of the facility management team with responsibility for management presence on a rotating schedule completing rounds to all living areas to assure active treatment is occurring and monitor living area operations.

Work is completed with general direction from the Director of Program Services or Director of Residential Unit Manager.

Provides supervision to the Central Scheduling Office and creates the schedules for the RSAS staff. Posts bids and is responsible for the semi annual time off process for the RSA staff.

General goals and expectations are provided by the Director of Program Services and/or Director of Residential Unit Management. Independent judgment and actions are required to complete job duties. Work is reviewed through written reports, group and individual conferences and observations.
