Position Purpose:

The Howard Nursery Superintendent is responsible for providing management and leadership to subordinate employees in directing the activities of the Howard wildlife tree and shrub nursery, Wood Shop, and Sign Shop in the Pa Game Commission’s Bureau of Wildlife Habitat Management. The Superintendent plans, schedules, develops, directs, coordinates, and evaluates program activities designed to grow approximately 2-4 Million tree and shrub seedlings annually to improve wildlife food and cover conditions on the 288 parcels of State Game Lands located in the Commonwealth and the many Cooperative Access Partners; manufacture approximately 20,000 – 30,000 wooden wildlife nesting structures annually for habitat enhancement on State Game Lands as well as Cooperative Access Partner lands; manufacture routed wooden signs for marking of State Game Lands and Game Commission facilities, and other specialty items as designated. This position is also responsible for developing and implementing plans for public sales of these products along with associated public outreach efforts.

TREE AND SHRUB SEEDLING PROGRAM

The Howard Nursery Superintendent is responsible for directing the planning, scheduling, development, implementation, coordination, and evaluation of program activities involving the planting, cultivation, harvesting, and shipping of approximately 2-4 Million tree and shrub seedlings annually from the Howard Nursery. This involves determining and setting production goals, objectives, and priorities; coordinating the scheduling of activities; and the assignment of resources to ensure that production goals, objectives, and priorities will be met. The Superintendent is responsible for determining and setting production goals, objectives, and priorities in coordination with superiors, regional staff, and subordinate managers. The Superintendent must conduct periodic evaluations of assigned program areas to determine the effectiveness and efficiency of the goods, services, or merchandise produced by the organization and determines and implements changes designed to improve the organizational unit's effectiveness and cost-efficiency. The Superintendent is responsible to develop and implement a commercial sales program of surplus seedlings which typically involves more than 1,000 orders containing over 500,000 seedlings and generating over $100,000 in revenue.

WOOD PRODUCTS PROGRAM

The Howard Nursery Superintendent is responsible for directing, the planning, scheduling, development, implementation, coordination, and evaluation of program activities involving the design, manufacture, and shipping of approximately 30,000 wooden wildlife nesting structures annually and the design, manufacture, and shipping of wood-routed State Game Lands signs at the Howard Nursery Wood Shop. The Superintendent is responsible for determining and setting production goals, objectives, and priorities in coordination with superiors, regional staff, and subordinate managers. The Superintendent must conduct periodic evaluations of assigned program areas to determine the effectiveness and efficiency of the goods, services, or merchandise produced by the organization; and determines and implements changes designed to improve the organizational unit's effectiveness and cost-efficiency. The Superintendent is responsible to develop and implement a commercial sales program of wooden wildlife nesting structures which typically involves approximately 200 orders containing more than 500 items and generating over $10,000 in revenue.

BUDGET, PROCUREMENT, and ADMINISTRATIVE

The Howard Nursery Superintendent is responsible for preparing and submitting budgetary requests for all Howard Nursery organizational functions; the control and expenditure of fiscal, human, and other resources; directing the purchase, storage, and proper utilization of needed goods and services used in organizational activities, including herbicides, pesticides, wood products, seeds, fertilizer, and other materials; conducting periodic evaluations on the effectiveness of the services and merchandise produced by each organizational unit; maintaining up to date files and records of current policies, guidelines, and regulations; prepare reports and correspondence for the Chief Forester when requested, and coordinating with the Chief Forester to determine and implement changes designed to improve the unit's operations and cost effectiveness. The Superintendent is also responsible for the maintenance of all of the Howard Nursery facilities, equipment, buildings, and infrastructure; consisting of 12 buildings, 1 residence, 3 on road vehicles, and 5 specialized farming vehicles with specialized mechanical attachments.

SUPERVISION

Full Time Workforce

The Superintendent is responsible to interview, select, approve hiring, and supervise a full time workforce consisting of 1 Administrative Assistant, 1 Gamelands Maintenance Supervisor, 1 Gamelands Maintenance Worker, and 7 other Laborers or Semi Skilled Laborers.

Seasonal Workforce

The Superintendent is responsible to interview, select, and approve hiring of a seasonal crew of 30-50 Game Farm Workers to accomplish all aspects of seedling collection and distribution program, as well as provide oversight of the coordination, direction, supervision, and work planning for the crew.

Other Supervisory Duties

Provide effective training plan for Nursery employees; conduct safety meetings and implement improvements; handle grievances in accordance with Agency and Commonwealth procedures; conduct employee performance reviews; develop and maintain employee job descriptions; initiate disciplinary actions when needed in accordance with Agency policy.

WILDLIFE CONSERVATION OFFICER TRAINEES

Responsibility to instruct Wildlife conservation officer trainees in their Nursery operations related training.

PROGRAM SUPPORT ACTIVITIES

The Superintendent is responsible to coordinate with the Bureau of Information and Education for the Seedlings for Schools program which involves distribution of tree and shrub seedlings to approximately 1,000 participating school districts with associated educational materials.

The Superintendent updates brochures, leaflets, and other resource material in support of program activities.
The Superintendent coordinates with educational institutions, sportsmen’s groups, non-profit conservation organizations, and the general public to gather additional funding and support for Howard Nursery wildlife habitat improvement programs.

The Superintendent conducts tours of the facilities for the public and Agency personnel, and provides training to new Agency employees.

REQUIREMENTS

Acquire and maintain an Herbicide / Pesticide Applicators license.

When in doubt, the Howard Nursery Superintendent must seek the advice and guidance of the Forestry Division Chief or next higher authority.
