Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is directly responsible for the entire 24-hour operation of the facility to include security, facility maintenance, emergency services, medical, counseling services, and the care custody and control of reentrants in a comprehensive community based correctional program. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. (25%)- Directly and/or indirectly supervises all facility employees including treatment, security, mid-level managers/supervisors and administrative personnel. Oversees and monitors staffing patterns, vacancies, leave usage, and overtime. Represents the facility at labor management meetings, grievance preparations, and disciplinary committees. Initiates and administers corrective disciplinary action. Ensures employees complete mandatory trainings and policy reviews. Plans, organizes, and assigns work and determines work priorities of staff. Actively engages employees in a supportive and professional manner. (20%)- Works in concert with the Bureau of Real Estate, Department administration and landlord in the monitoring, renewal, and termination of facility lease. Maintains open communication with the lessor/designee to ensure facility remains safe, inhabitable and in operational compliance with building maintenance, fire/safety/sanitation standards, local codes, and applicable statutes. Enforces a pro-social and reentry focused environment for reentrants as well as a safe and security-minded operation for staff, reentrants and community. Ensures facility compliance with American Correctional Association (ACA) and Prison Rape Elimination Act (PREA) standards. Directs incident response and handling of all emergency situations (medical, security, operational, etc.) occurring inside the center. Serves as the Incident Commander, maintains updated facility emergency plans and ensures staff knowledge of emergency response. Work hours are adjusted as operationally necessary. (20%)- Develops, implements and enforces rules and regulations for reentrants regarding pro-social behavior, socio-economic development, accountability, community service, employment opportunities, educational opportunities and program-based incentives. Ensures reentrants have access to professional, medical, dental and psychological services as needed. Liaisons with other aspects of the Criminal Justice System, including but not limited to judges, wardens, district attorneys, and Parole. Serves on local, regional and statewide committees related to criminal justice and successful reentry. Promotes understanding of community corrections through regular community meetings, news releases, speeches, guided tours, and other public relations activities. Enlists community service organizations, community leaders, and local employers to consider reentrants for employment and housing opportunities. (10%)- Conducts reentrant disciplinary hearings and administers disciplines in accordance with department policy. Detains reentrants, using force as necessary, in accordance with department policy and statute. Supervises all reentrant transfers and security returns to a State Correctional Institution; ensuring they are conducted in a safe and secure manner in accordance with department policy. Ensures all facility security equipment and video surveillance equipment is accounted for and functioning properly. Directs the drug interdiction, security threat group and search processes while gathering intelligence to support departmental and law enforcement efforts. (10%)- Oversees the operational costs, reentrant fiscal accounts, and purchases for the facility. Ensures that Commonwealth property and furnishings are utilized, maintained, and disposed of in accordance with policy, including, vehicles, computer hardware, and software, furnishings, and supplies. (10%)- Ensures the accurate completion and timely submission of staff, reentrant and facility reports. Addresses deficiencies and ensures corrective action is taken in a timely manner. Assists with the development, implementation and enforcement of departmental policies and procedures affecting community corrections. Develops, implements and enforces local policy and procedures regarding administration, operations, security, and treatment. (5%)- Performs other related duties. ESSENTIAL FUNCTIONS: 1. Attend and participate in all mandatory training and/or testing 14. Work overtime as required 15. Travel as required |
