Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for overseeing the Inmate General Welfare Fund. This includes reviewing, posting and controlling documents needed to complete Financial Statements. Reviews entries posted to the Gravity Accounting System for accuracy and compliance to accounting procedures.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Oversees the daily posting of receipts, disbursements, charges and adjustments to inmates' accounts and the corresponding entries to control accounts within the Gravity Accounting System. Balances the value of the inmates' accounts with the ledger balance on a daily basis.

-Responds to internal auditing questions from Central Office IGWF team and creates new processes in response to audit findings to address issues with internal controls.

-Reviews internal processes for Gravity and makes recommendations to improve the accounting system. Identifies issues and provides input to improve internal controls and accounting policy.

-Resolves accounting issues outside the guidelines of policy. Problem solves with accounting staff at other DOC facilities, and local accounting staff.

Financial Statements/Monthly Reports: Responsible for financial information in completion of IGWF monthly financial statements. This includes the Commissary Report, Consolidated Income Statement, Income Statement, Miscellaneous Profit Statement, Individual Shop Income Statements, Trial Balance and other worksheets/reports. Review and process correcting entries. Process closing and adjusting entries.

Reporting: Collects information and reports for completion of 1099s, sales tax, and unclaimed property. Reviews daily reports of activity for accuracy and processes all correcting entries. Process trial balance and audit for accuracy.

Vendors/Payments: Collects and reviews all purchase orders, invoices and receiving reports for payment in a timely manner.

Inmate Payroll: Process all inmate payroll to inmates' accounts. Prepares monthly general invoice for payroll reimbursement through the General Fund.

ACT84/CVCF: Review court documentation and department policy to calculate monies owed by inmates and administers collection of court costs and fines from inmates' accounts.

Reconciliations: Analyze and review payment for J-Pay release cards, Eyeglasses, and Phonecards. Assist with the monthly bank reconciliation.

Inmate Organizations: Posts monthly profit-making sales to inmates' accounts and all necessary journal entries to Inmate Organizations accounts. This includes sales, cost of goods sold and tax accounts. Document sales and expenditures in Excel. Maintains a daily balance for Business Manager to prevent a deficit.

Cable: Processes all Cable Agreements and Cable Cancellations. Posts manual charges and credits. Audits monthly reports needed to process accurate payment to cable vendor.

Performs other related duties as assigned.

Routine work is completed independently, with periodic review by the supervisor as necessary. In response to inmate documents submitted, this work involves reviewing the documents for conformity with Department and Institution policy. Non-conforming documents are returned to the inmate. New or special technical problems or questions are referred to the supervisor with recommendation for action. Changes in operational standards, procedures, and work policies are discussed in detail with the supervisor.
