Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is a supervisory position and functions as an Environmental Group Manager over the Water Obstructions and Encroachments Section. This position reports to the Environmental Program Manager (EPM) of the Division of Wetlands Encroachments and Training (Division) in the Bureau of Waterways Engineering and Wetlands (Bureau).

This position directs a group of environmental staff in developing, coordinating and implementing the statutes of the Commonwealth (Dam Safety and Encroachments Act, Flood Plain Management Act, and Clean Streams Law) along with federal Clean Water Act (§401 and §404 coordination), which provide for the regulation and supervision of water obstructions and encroachments and earth disturbance activities to protect the health, safety, welfare, and property of the people and protect and restore the Commonwealth’s waterways and wetlands.

Description of Duties:

Directs the coordination of the Waterways and Wetland Protection Program with multiple federal and state agencies including but not limited to: U.S. Army Corps of Engineers (USACE); U.S. Fish and Wildlife Service; Environmental Protection Agency; Natural Resource Conservation Service Pennsylvania Department of Conservation and Natural Resources, Pennsylvania Historic and Museum Commission, Pennsylvania Fish and Boat Commission; Pennsylvania Game Commission; County Conservation Districts (CCDs) and other Department central and regional office programs.

Directs the development, revision and implementation of the Army Corp of Engineers (USACE) Statewide Programmatic General Permit (SPGP) and meets with the USACE and other agencies on a regular basis to ensure program efficiency and effectiveness.

Develops, updates, and maintains, directly and through subordinate staff, permit review manuals, Standard Operating Procedures (SOP), General Permits (GPs) and other Chapter 105 waterways and wetlands permit authorization information, forms, checklists, and guidance.

Represents the Department at public hearings, meetings, trainings, and other events and makes presentations to facilitate discussion regarding the Department’s rules, regulations, policies and procedures and explaining the Department’s Waterways and Wetlands programs.

Promotes statewide consistency in the application of state and federal water quality and wetland protection rules and regulations, policies, procedures, and guidelines by providing continued program support and training to the Department’s Regional Offices (ROs) and Chapter 105 Delegated County Conservation Districts (CCDs).

Coordinates with other Bureau Divisions, Department Bureaus and Deputates in the formulation of recommendations relative to legislation, regulations, policies and permitting affecting water resources to increase program efficiency and provide better service delivery to the regulated community.

Performs ongoing reviews of administration, interpretation, and effectiveness of the Chapters 105 and 106 regulations and directs the development of policies, procedures, guidance and training to facilitate the federal and state integration of the waterways and wetlands program.

Supervises the review, update, and development of program and technical procedures, formats, and forms, in order to promote statewide consistency, prevent unnecessary duplication, and communicate the requirements of the program.

Supervises the review and issuance of Submerged Lands License Agreements (SLLAs) and provides oversight and assistance for administration of the agreements and collection of overdue annual fees.

Directs, manages, and coordinates the preparation of reports, grant applications and research projects relative to the Division’s mission on waterway and wetland programs.

Supervises staff that conduct research relating to aquatic resource management, environmental impact and pollution prevention techniques regarding wetland protection, wetland restoration, stormwater management and other water quality issues, and evaluates recommendations for incorporation to the program.

Supervises the development and presentation of program and technical seminars, workshops, trainings and educational and public information materials for the Department, CCDs, consultants, governmental agencies, and other staff in all environmental procedures and methods applicable to the Chapters 105 and 106 regulatory programs.

Participates in conferences, committees, and meetings with other state and federal agencies, representing the Department and the Commonwealth on inter-state and national work groups, task forces, and other committees regarding nonpoint source water quality and wetland protection issues.

Supervises and manages the implementation, evaluation and development of wetland and waterway compensation projects, including the design, construction and the monitoring of wetland replacement projects.

Manages the Section's program permitting processes in collaboration with the other Sections within the Division, as appropriate.

Manages the Section's permitting workload by analyzing PowerBI data and other tools to assess the status of pending permit applications. Takes appropriate measures to process permit applications timely and consistent with standard operating procedures while preventing a permitting backlog.

Performs special assignments as directed and prepares and provides briefing material for the EPM, Bureau Director and Executive staff.

Plans and organizes workflow, assigns work, reviews work performance, prepares employee Performance Evaluation Reports, performs recruitment activities, interviews prospective employees, recommends candidates for employment, approves leave, and evaluates the training needs of subordinate employees.

Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.
