Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for reviewing of the operations of the facility reimbursement offices at mental health and intellectual disability facilities located throughout the commonwealth, identifying procedural deficiencies and recommendations, develops and implements improvements aimed at maximizing revenue collections in ability to pay system. The improvements would always involve programs,system changes/enhancements.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Analyzes all EDP (electronic data processing) programs utilized by the Central Office staff and ROS staff field sites. This is accomplished by responding to telephone and/or e-mail requests for technical resolution in order to maintain continuity in the billing process. Where technical analysis cannot resolve the user’s problem, the incumbent serves as the liaison between the Health and Human Services Delivery Center IT (HHSDC IT), DHS helpdesk, Novitas Medicare Services, Inovalon Software Vendor, and Palmetto Railroad Medicare Services. These programs involve, but are not limited to, the Patient Accounts Program (PAP) which is based on the Chapter 4310 client liability-State MH/ID facilities regulations and Medical Assistance regulations, MLS Medicare Log Systems for Medicare Part A and Ancillary, 306 Reporting for the Guardian Office interface program (306), and patient census for both the MH (PTS) and ID (FACT), CMS (Centers for Medicare-Medicaid Service), PRO32 billing software, Inovalon (software vendor for all Novitas Medicare claims, payments, and FISS inquiry), and Palmetto Railroad Medicare claim and payment system.

Analyzes and conducts all testing of existing programs/systems and newly developed systems/programs. Responsible for formulating system revisions/additions as a result of the testing and analysis.

Routinely analyzes all ROS programs and the ROS scripts that are used in conjunction with the DHS base image. Installs new and existing EDP hardware systems at field sites and central office.

Conducts surveys of the central office staff and field site staff to secure explanations of typical and atypical situations, incomplete information or inaccurate data, including, but not limited to, systems used in the billing process and EDP equipment. Reports findings and submits alternative approaches to improve organizational effectiveness and efficiency.

Independently prepares instructions/training to personnel assigned to facility reimbursement offices statewide. Designs instructional plan(s) and audio-visual aids and performs instructional functions before assembled groups for managers/technical specialists.

Posting of bank deposits to SAP for site facilities, as needed. Generates sweep of monies from local bank to Treasury account. Prepares daily record of deposits for Comptroller and Treasury review and is responsible for records management of all related documentation. Develops and updates training documentation for use by Central Office staff.

Responsible for acquiring all appropriate hardware for the Bureau of Financial Operations/ ROS section.

Maintains and updates section 400 of the FROM (Facility Reimbursement Operations Manual).

Provides on-site technical assistance as needed.

Provides support for ROS staff in performing duties which are related to this position.

Performs other job-related duties as assigned by the supervisor.

Decisions are based on existing policy and procedures as outlined in the Facility Reimbursement Operations Manual (FROM) in conjunction with current DHS policy and Commonwealth statutes. Issues not covered by these resources are referred to the Management Analyst Supervisor and the ROS Administrator for resolution.
