Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Business Services Representative (working title) provides placement and employer outreach support within the District Office area to ensure individuals with disabilities are being served efficiently and effectively regarding their employment needs.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Implements, as part of a Business Services Team, the Office of Vocational Rehabilitation (OVR) Business Services Outreach in each District Office to assist persons with disabilities (PWD) to obtain employment.

Serves as the local District Office Business Services Representative, Single Point of Contact (SPOC), responsible for developing and maintaining employer contacts as well as collaborating with the Hiram G. Andrews Center, Employment Coalitions, Veteran programs, community rehabilitation programs and other appropriate stakeholders.

Represents OVR and our customer talent during outreach to Employers and Businesses throughout the geographic area of their assignments to develop job opportunities and foster good working relationships with the business community. This will include membership in local Society for Human Resource Management chapters, Business/Trade Associations and local Chamber of Commerce organizations.

Contacts new and existing employers routinely to inquire about job openings. Fosters good working relationships with employers by providing or linking with combined BVRS/BBVS pre-screened qualified applicants.

Understands the OVR mission and program and basic procedures, policies and services in order to provide professional and technical assistance, and responses to participant, employer, HR personnel, community partner and other agency inquires.

Disseminates information on OVR no-cost consultation and talent recruitment services, PWD hiring tax credits, On the Job Training (OJT) opportunities and other incentives used to get qualified PWD’s into the workforce.

Conducts presentations on topics such as the ADAAA, Employer Incentives, Disability Sensitivity, etc.

Researches employment trends, employment barriers, and other information to assist counseling staff and to conduct local business outreach in high need occupations.

Collaborates with Business/Employer outreach teams including Eastern/Western Business Services Specialists and other District Office Business Service staff.

Provides technical assistance to Businesses or Employers on use of Job Gateway and CSAVR Talent Acquisition Portal to access OVR qualified prescreened job candidates.

Facilitates Job Readiness trainings and Job Clubs for OVR customers.

Participates in regional Job Fairs, CareerLink Employer events, CareerLink Business Services teams, and other outreach activities using OVR Display Exhibits and print, USB or CD outreach materials such as the OVR-610 and 611 Business Services /OJT brochures, How-to-Guide and other marketing materials developed for outreach use.

Disseminates appropriate job leads and employment vacancy announcements to District Office VRCs and consumer customers.

Utilizes a computerized case management system, CWDS, to access BSOD Ad-Hoc Reports, Business/Employer customer surveys and electronic customer case files. Utilizes CWDS v2 Placement Report to identify local District Office talent pool for Business outreach.

Serves as a Resource Consultant for Status 20 Ready for Employment customers to coordinate the active job search with primary VRC based on current IPE.

Serve as the primary contact person for Rapid Response requests.

Acts as a resource person for staff and customers on placement related activities, topics, and programs, i.e., worksite analysis, resume development, interviewing techniques, ADA, OFCCP, transferrable skills, when to disclose a disability to an employer, how to address criminal history, how to request an accommodation, tax credits, and on-the-job training (OJT).

Distributes job vacancy information to counseling staff.
Participates in employment conferences, workshop seminars, and local employer boards.

Uses laptop computer to access vocational software, on-line vocational/employer resources, participant information, labor market trends, and other OVR procedural memos and data in the performance of job duties.

Travels in and out of district to attend meetings with participants, providers, employers, and community organizations. Also, attends training sessions, participates on workgroups, and attends statewide conferences as needed and appropriate.

Working with combined BVRS/BBVS VRC’s to link employers and pre-screened qualified consumer customers. Anticipates business/employer targeted outreach needs and develops strategies to meet them.

Identifies and resolves potential problem situations in a timely manner - including customer and employer complaints - or brings to the appropriate staff person for resolution.

Independently arranges schedule and determine needs.
