Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Supervises personnel within an assigned geographical area of the Bituminous Coal Region and is responsible for managing the construction inspection of materials and workmanship on water pollution abatement, mine reclamation, subsidence, underground mine fires, refuse piles and water well drilling projects to assure compliance with contract documents.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supervises the planning and organizes the work of inspection personnel assigned to the area. Determines work flow, time schedules, interprets contract requirements through the analysis of Technical Specifications, Special Requirements and contract plans, and reviews the work performance of subordinates.

Supervises inspectors engaged in performing the following tests: soil density, aggregate gradation, material moisture, potentiometer, slump cone, material viscosity, water quality and other tests as required.

Resolves site construction problems or approves contractors recommended solution when the changes do not involve engineering decisions and obtains resolution to engineering problems which develop during construction.

Ensures that all necessary field data is gathered to accurately document material, labor and equipment usage and quantity of work performed to prepare all required reports, pay estimates and as-built plans.

Has the knowledge and ability to perform and supervise layouts and construction surveys.

Assures that proper measurements, tests and computations are made and accurately recorded for work performed.

Conducts job conferences and final inspections to discuss technical aspects, problems and progress of projects. Confers with contractors to reach a common understanding of contract documents.

Prepares and signs Employee Performance Reviews.

Receives, reviews and approves or disapproves request for leave.

Promotes the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Schedules work to ensure inspection coverage of project sites.

Reviews inspectors’ work to determine accuracy of estimates, adherence to contract conditions and compliance with accepted Department policy.

Provides assistance during the course of work assignments.

Refers engineering decisions to the Construction Engineer.

Approves leave, timesheets and expense vouchers.
