Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Licensed Psychologist Manager at Ebensburg Center is responsible for the planning, organizing, direction, and supervision of Psychological Services Specialists (PSS), and maintaining a caseload. Work includes directing the overall psychological services department including the development of policies and procedures, and the evaluation of existing programs. This includes all aspects of residential life, active treatment, compliance with ICF/ID regulations to assure federal subsidies to operate the facility are maintained. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This is a highly responsible professional and administrative work in the field of psychology including behavioral health supporting persons with intellectual and developmental disabilities, including autism. The Licensed Psychologist Manager (LPM) reports directly to the Director of Clinical Services. Work is performed under the general direction of the Director of Clinical Services and is reviewed for conformance tote accepted psychological practices and techniques, and facility and departmental polices through conferences, reports, and evaluations for effectiveness. Specific Duties and responsibilities include: A. Plans, organizes and directs total work within Psychological Services Department by developing, organizing, prioritizing, training and assigning projects and work assignments, and reviewing and evaluating subordinate performance in a timely manner at state ICF, Ebensburg Center. B. Supervises the Psychological Services Specialists (PSS), and other assigned staff with respect to: 1). establishing job descriptions, objectives, factors, Employee Performance Reviews, and standards; 2). Maintaining proper assignments and staff placements and assuring staffing standards within ICF/ID regulations; 3). Ensuring the quantity, quality and technical adequacy of services being provided with respect to all applicable Ebensburg Center, DHS, ICF/ODP, regulations and standards; 4) overall responsibility for all staff assigned as part of the facility training and staff development on Autism, Aging, Dementia, Alzheimer’s and Dual Diagnosis initiatives. 5) QA Plan LIFE initiatives. C. Maintains current and updated departmental policy and procedure manual in compliance with all applicable Ebensburg Center, DHS, ICF/ODP, regulations and standards. D. Administers leave procedures for the department staff to assure compliance with Ebensburg Center and DHS/ODP policies and standards. E. Performs duties of overtime manager for the department to assure only appropriate use of overtime and compensatory time. F. Coordinates ongoing professional development of department staff with respect to advancing existing knowledge and skills and informing them of advances in the professional field. Coordinates the psychological services program with other disciplines and integrates new policies and procedures into existing programs and plans. G. Participates in the staff training of subordinates and other center employees as identified, including new staff in collaboration with Staff Development. Plans, conducts and evaluates seminars, Inservice and out service professional training programs. H. Maintains effective communication and relationships with outside agencies, organizations, and stakeholders, as needed. I. Works with the Facility Director to select, assign, transfer, and recruit discipline staff according to need. J. Serves as a consultant and resource to discipline staff and others as appropriate with respect to individuals, staff and management related issues. K. Conducts and participates in diagnostic and evaluative meetings to discuss the diagnosis, etiology, treatment, and disposition of residents. L. Monitors timely follow up of incident management issues and communicates with ID team and Risk management. M. Serves on Ebensburg Center and DHS/ODP committees, as assigned. N. Performs PSS duties as needed to cover staff absences or shortages. Including caseload as necessary for provision of timely services. O. Oversees the psychology department accountability to follow up and implement ISP Work plans for each of the residents receiving services at the facility. P. Act as chair to coordinate facility Behavior Support and Enhanced Supervision Review, including related ICF/ID and Autism required actions such as annual and periodic consent programs, Psychotropic Medication Reviews, Medication Reduction plans, Client Rights Training, Advocacy Service Coordination, and all other functions related to Mental Health and Behavior support. Q. Prepares reports as needed. R. Testifies as an expert witness in legal proceedings regarding residents, as needed. S. Works closely and harmoniously with the Director of Clinical Services, the Medical Director, the PSS staff, the Facility Director, and the Division Directors to ensure Residential services is in compliance with all applicable Ebensburg Center, DHS, ODP, ICF regulations and standards. T. Subject matter expert on the Autism, Aging, Dementia, Alzheimer’s, and Dual Diagnosis Initiatives. Monitors staff assigned throughout the facility as needed to ensure proper supports are provided; provides training as subject matter expert to new employees in collaboration with Staff Development, and to staff across grounds as identified to support residents with challenging comorbid diagnoses. Performs other duties and responsibilities as assigned. |
