Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position participates in a 6-month formal, informal, and on-the-job training to develop technical knowledge, skills, and experience necessary to review and examine applications, forms, tax returns, schedules and associated documents and the interpretation and explanation of Commonwealth’s tax laws, regulations, bulletins, policies, and procedures. Will learn to navigate myPATH & PATH to assist customers in creating login credentials for the purpose of registering for business tax accounts, applying for sales tax exemption, filing returns/payments, updating customer information, and resetting passwords. Acquire the skills to research and analyze customer information in systems such as PATH (Pennsylvania Tax Hub), PA100 website, Data warehouse (Bridges), Department of State, and IRS for the purpose of completing internal/eternal work item requests, correcting registration errors, demographic updates, and to create or maintain complex tax accounts, ensuring licenses and certificates have been issued correctly and timely. Learn how to create and maintain work items for registration and tax specialty cases which include exemption, request for information, and general correspondence cases in Path (Pennsylvania Tax Hub). Will learn how to research and review customer accounts to determine they are registered properly within the PATH system. Learn how to manually generate filing obligations, and/or changing the account filing frequency as required, with the ability to explain the filing frequency process. In addition to utilizing Path (Pennsylvania Tax Hub) web requests and work items, will learn how to operate the Genesys phone system, Microsoft outlook, Microsoft Teams, RightNow System to professionally assist internal and external customers orally or in writing according to established guidelines. Will be instructed how to review Sales Tax Exemption Applications to determine eligibility by applying law criteria defined primarily by Act 55 – known as the Institution of Purely Public Charity Act; Act 96 – Veterans Affairs Act; and the PA Code. Learn how to review Articles of Incorporation, by-laws, and other governing legal documents to determine sales tax exemption eligibility. Will learn how to review the applying organization’s IRS Form 990, audited financial statements or balance sheets to determine the net operating income, program service expenses and the value of uncompensated goods and services. Learn how to review and determine the value of voluntary agreements between the applying organization and school district, municipality, or county government. Learn how to review and determine the relationships between parent organizations and their subsidiaries and qualifications for exempt status under Act 55. Will learn how to validate federal non-profit status (i.e. 501c(3), 501c(6), etc) via IRS website or determination letter request. Taught how to prepare referrals to the Bureau of Enforcement and Taxpayer Assistance of any organization suspected of possible fraud. Directed on how to respond to inquires concerning application completion, including explaining and clarifying of exemption regulations, status of application, and notices/certificates mailed. Learn how to prepare referrals for nonprofit organizations to share with other state and federal government agencies to secure legal existence as well as handling inquiries from other state and federal agencies investigating nonprofit organizations. Will acquire the skills to assist the Board of Appeals and Office of Chief Counsel in determining eligibility of exemption applicants, the reason for denial, date of denial, date of exemption eligibility, etc. Will learn how to identify and refer special exemption problems to the Office of Chief Counsel. Learn how to answer inquires with regards to the Federal, US Dept of State diplomatic tax exemption program. Taught how to draft approval or denial written requests for exempt status, responds to inquiries, clarifies, and defines all appliable regulations and rulings for State and Federal governmental agencies, State and Federal Credit Unions, political subdivisions and municipal authorities. Maintain safe and secure area for daily work duties. Is mindful of internal controls and risk management when changes are made to a process. Demonstrates a commitment to the service-oriented culture of the Department. Treats others equitably and adheres to diversity and inclusion requirements in the workplace. Applies lean thinking in day-to-day tasks. Performs other duties as required. |
