Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. This position serves as the Section Administrator for the Systems and Audit Oversight Section, that is focused on the Commonwealth Workforce Development System (CWDS) and all related systems that interact with this system to ensure effective operations within the Office of Vocational Rehabilitation (OVR). Serves as the coordinator of any monitoring activities for audits performed on OVR. Coordination of the Commonwealth Single Audit performed by the Office of the Auditor General. Coordination would include attending meetings, gathering information (physical and electronic), act as a liaison to the OVR specific auditors, responding to audit findings in collaboration with executive management and the development, implementation, and monitoring of any Corrective Action Plans (CAP) that results from audit findings. Coordinates any RSA monitoring that may occur. These duties could include attending meetings, gathering information, acting as a liaison, scheduling meetings, responding to findings and the development, implementation, and monitoring of any CAP that results from monitoring findings. Responsible for the administration of the Commonwealth Workforce Development System (CWDS) as it relates to OVR and serves as the CWDS project lead. Duties include determining scope priorities, defining requirements, conducting workgroup meetings, interacting with OIT and contractor staff, participating in meetings (weekly status and monthly steering committee), authorizing change requests, ensuring proper testing, developing training, presenting training to new staff, etc. Overseeing and ensuring that all enhancements are built with, and tested, with accessibility in mind for people with disabilities, including those who are blind or visually impaired. Oversight of the CWDS Help Desk through staff who ensure its effective management. Supervises a variety of staff, reviews section activities and processes, identifies and takes steps to improve effectiveness and quality of the division's work, resolves conflict, plans and assigns work and establishes priorities. Responsible for the overall direction of system design as it relates to OVR and would direct the work of VR specialists and Program Analysts to ensure that the screens are functioning properly to meet the needs of staff and to ensure compliance with numbered memos and RSA regulations. Participates in weekly status meetings to inform project management of issues pertaining to the system, future enhancements, and other general issues. Responsibilities also include participating in CWDS Steering Committee Meetings, entering change requests (when necessary), and representing OVR management as appropriate to other organizations including participating at various meetings with OVR's union staff. Responsible for ensuring that proper testing is conducted to ensure limited issues with the system. They will also have specific knowledge of system processes and the Ad Hoc system. Represents the Executive Director, Bureau Directors and the Department as required at public meetings and events. Serves on various committees and groups relative to the OVR and Departmental programs and initiatives. Responds to, or directs the response to, inquiries made of the Secretary, Executive Director, Bureau Directors and/or the Division. Directs special studies and program evaluations to be conducted, analyzed and reported on with recommendation for policy decisions by the organization's executives. Meets with the OVR executives, administrators and managers, other Departmental management, section administrators and unit supervisors to provide input, guidance and support. Uses CWDS and other electronic systems as necessary. Other duties as assigned. |
