Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for providing strategic product management services to the Health and Human Services Delivery Center. This position collaborates with stakeholders to better understand and document the capabilities needed to address challenges in meeting the agencies under the Delivery Center’s digital experience objectives.

The person filling this position will develop and execute a strategic product roadmap for our enterprise presence in partnership with stakeholders across the Commonwealth. Mapping out the long-term vision for the product, identifying key milestones, and aligning them with overarching program goals.

This position manages a suite of digital products that connects millions of Pennsylvanians to health and human services and benefits. This person will join the team at the time of major transformation of technology, design, and experience management.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Define and drive the product vision, strategy, and continued growth of key health and human services programs and related benefits access services.

Maintains, tests, and improves business and systems operations.

Facilitates the development of business/functional/systems requirements and process models through interviews, document analysis, workshops, and other tools during project planning activities and also through the change management process.

Ensures alignment and defines success measures for projects/technical solutions in relation to the current corporate goals and strategies.

Lead cross functional project teams to research and define problems, assess potential opportunities and impacts, align on success measures, and execute implementation plans for new projects. Coordinating efforts and driving alignment towards common objectives across various teams.

Evaluates the performance of project teams to ensure that targets and deadlines are met.

Build and maintain relationships with senior and executive level stakeholders across the agencies and federal partners to collaborate on projects.

Serves as a liaison between business and IT groups, including vendors. Collaborating with design, technology, data, and other internal and external teams to drive the product development lifecycle.

Keep abreast of and translate policy and administration goals into digital product solutions that create meaningful impact for PA residents and administering social service agencies

Develops or revises and implements policies, procedures, and standards to improve quality, efficiency, and cost savings.

Synthesizes research findings and insights into actionable recommendations and delivers them in high quality deliverables for team and executive level audiences.

Utilize user research, analytics, and other methods to drive product decisions and set priorities.

Support and coach HHS DC co-workers, vendor partners and agency staff on product management methods and skills.

The incumbent has the authority to speak for the group he/she represents in each of the above areas and has wide latitude in making decisions related to these responsibilities. He/she exercises his/her own judgement in deciding which issues to elevate within the management chain.

Experience:

QUALIFICATIONS
Minimum Experience and Training Requirements:
•Eleven years of professional information technology experience; or
•Seven years of professional information technology experience and a bachelor’s degree; or
•An equivalent combination of experience and training.

Additional Requirements:
•You must have five years of experience in technical product management.
•You must be able to perform essential job functions.
•Experience in policy, government, or non-profit, in particular with low-income and vulnerable populations.
•Excellent communication and presentation skills, both verbal and written.
