Position Purpose:

This position involves responsible professional and administrative work directing the coordination, execution, and governance of an enterprise information technology portfolio aligned with the Office of Information Technology executive strategic plan. The employee oversees the progress, alignment, and execution of multiple programs and projects to ensure strategic objectives are achieved. Responsibilities include coordinating work in flight across bureaus, programs, and delivery teams; establishing and enforcing portfolio-level governance; and ensuring transparency and accountability for resources, priorities, risks, and outcomes. The role translates executive strategy into actionable portfolio priorities, monitors portfolio performance, and resolves cross-organizational dependencies and conflicts. The employee supports governance bodies by providing timely and accurate information to enable informed decision-making. Projects within the portfolio are typically high-impact, complex, and interdependent, often spanning multiple agencies, business domains, or technology platforms. The work is distinguished from project and program management roles by its sustained enterprise-wide scope, strategic alignment focus, and independent execution within established governance frameworks, with review by executive leadership for alignment with strategic objectives and performance expectations.

Description of Duties:

Oversees and coordinates an enterprise IT portfolio aligned to the OIT executive strategic plan.

Translates executive strategy and priorities into portfolio roadmaps, sequencing, and investment recommendations.

Establishes, implements, and maintains portfolio governance practices that promote collaboration, accountability, and responsible oversight of work in flight.

Monitors portfolio performance against strategic goals, milestones, funding, capacity, and risk tolerances.

Ensures portfolio initiatives are aligned with approved strategies, architectures, standards, and policies.

Coordinates across project managers, program managers, bureau leadership, and external partners to manage interdependencies and resolve conflicts.

Facilitates portfolio-level intake, prioritization, and decision-making processes in collaboration with executive and governance bodies.

Tracks and evaluates portfolio risks, issues, and constraints, and ensures mitigation strategies are developed and executed.

Ensures consistent use of portfolio management tools, metrics, and reporting standards.

Develops and presents portfolio status reports, dashboards, and analyses for executive leadership and governance boards.

Provides recommendations to leadership regarding investment tradeoffs, sequencing, and resource allocation.

Monitors resource utilization and capacity across the portfolio and identifies opportunities for optimization.

Ensures transparency of work in flight and promotes shared understanding of priorities across teams and stakeholders.

Supports change management and communication efforts related to strategic initiatives and governance decisions.

Builds and maintains effective working relationships with executive leaders, program sponsors, project teams, and stakeholders.

Provide functional leadership to portfolio analysts, program managers, or other staff.

Travels are required, including overnight stays.

Performs other related duties as required.

Decision Making:

This position exercising independent judgment to set enterprise IT portfolio priorities, resolve cross-organizational conflicts, and allocate resources in alignment with executive strategy and governance frameworks. The employee evaluates portfolio-level risks, dependencies, and performance data to determine corrective actions and recommend adjustments to programs and investments. Decisions balance strategic objectives, operational capacity, funding constraints, and risk tolerance across multiple agencies and delivery teams. The incumbent provides informed recommendations to governance bodies and executive leadership, while making day-to-day portfolio management decisions within established authority. Outcomes of decisions are reviewed by executive leadership for alignment with strategic goals, policy requirements, and performance expectations.
