Position Purpose:

This position is within the CAFO SW Permits Section of the Southcentral Region’s Clean Water Program and reports directly to the CAFO SW Permits Chief. This is a journey-level engineering position. This position is involved in performing journey-level engineering and technical review of permit applications.

If this position is filled as an Environmental Engineering Trainee, there is a 12-month training period during which time the incumbent will be trained to perform the duties of an Environmental Engineering Specialist. The work products produced are reviewed by the supervisor before being issued or released

Description of Duties:

The incumbent will perform a variety of duties involving the regulation of the facilities to ensure compliance with the Commonwealth's Rules and Regulations, permits and environmental laws.

Performs journey-level engineering work in the field of environmental engineering.

Reviews applications for General and Individual NPDES Permits, including but not limited to
-General PAG05 or Individual NPDES Permits for groundwater cleanup sites,
-General PAG10 NPDES Permits for hydrostatic test discharges,
-General PAG03 or Individual NPDES Permits for Stormwater Discharges associated with Industrial Facilities and stormwater permits,
-General PAG04 permits for Small Flow Treatment Facilities,
-General PAG12 permits or Individual NPDES Permits for Concentrated Animal Feeding Operations
-General PAG13 permits or Individual NPDES Permit for Municipal Separate Storm Sewer Systems

Reviews request for temporary discharge approvals.

Reviews other NPDES and Water Quality Management Permits as assigned by the Permits Chief.

Develops and maintains individual and general NPDES permits. Develops fact sheets and permit documentation for permits using established laws, regulations, policies, procedures and engineering judgment.

Prepares or Assists with the preparation of complex written technical reports on evaluations and investigations performed.

Represents staff on technical matters in intra-departmental meetings and meetings with consulting engineers and site applicants.

Meets, consults, and corresponds with applicants, engineers, municipal officials, or other interested parties on specific or general problems/questions regarding permit applications, regulations, policies and guidance

Presents expert technical testimony before Environmental Hearing Board as necessary.

Recommends enforcement actions to be pursued against a violation to assure compliance and coordinates necessary action with counsel.

Prepares the necessary reports, correspondence, etc. required as follow-up to complaint investigation.

Presents talks and participates in staff training courses.

Maintains management information systems for permit tracking and project locations.

Responds personally or develops a response for higher level management to correspondence from the public or legislators.

Promotes the Department’s Mission

Follows Standard Operating Procedures (SOPs).

Reviews permit applications and develops Fact Sheets and permit documentation.

Enters appropriate data into eFACTS and WMS.

Drafts deficiency letters with regulatory citations.

Identifies issues encountered and recommends solutions to Section Chief.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Operates a motor vehicle to travel to various field sites.

All engineering work performed by the incumbent in this position will be under the responsible charge and review of the Environmental Engineer Manager.

Supervision is provided by the CAFO Section Chief who along with the Program Manager provides assistance and/or guidance on difficult individual problems. The employee is responsible for establishing completion schedules, priorities, and final resolutions within established program guidelines. Work is reviewed upon completion by the Section Chief for completeness, technical accuracy and quality.

The trainee level requires direct supervision by the supervisor for a period of 12 months, not to exceed 24 months. Assignments will increase in scope and complexity as experience is gained. Assignments will be assessed by the supervisor for accuracy and completeness with increasing independence throughout the training period. Employee performance is reviewed under the Commonwealth’s EPR system, with a review occurring at least semi-annually.
