Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Legal Office Administrator -1 (LOA-1) is responsible for supervising Legal Assistants and supporting the Deputy Chief Counsel, staff attorneys, and the LOA-2 within the Unemployment Compensation (UC) Division of the Office of Chief Counsel (OCC) to ensure its operations are conducted efficiently and effectively and that the work product sent from the office is of the highest quality possible, both in content and format, is accurate, and is timely provided. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The LOA1 reports to the LOA2 of the UC Division and performs administrative, clerical, and analytical duties for the OCC, which is under the jurisdiction of the Commonwealth of Pennsylvania Governor’s Office of General Counsel (OGC). Operates a personal computer and is proficient in using Office 365 applications such as Outlook, Word, PowerPoint, SharePoint, OneDrive, Excel, OneNote, and Teams. Coordinates meetings, teleconferences, Teams meeting and video conference for UC Division attorneys and Deputy Chief Counsel. Attends in-person or virtual OCC Staff and Support Staff Meetings. Knows and implements legal office operations and recommends procedural and workflow improvements when necessary. Implements Commonwealth and OGC policies and procedures for managing/storing/archiving legal records and case files, and preserving records and data related to legal actions. Prepares legal documents for negotiations and litigation, filing legal documents in various courts and tribunals, conducting limited legal research and preparing memoranda, developing and managing evidence for depositions, hearings, and trials, and tracking litigation. Work is performed independently and is reviewed by the LOA2 and/or attorney who assigned the work, subject to the general direction of the Deputy Chief Counsel. All work performed by the LOA1 requires the handling of sensitive and confidential communications and matters consistent with the attorney-client privilege and the attorney work product doctrine. Assists in the scheduling and implementation of training for OCC Attorneys. Provides support for attorneys in the use of information technology solutions and resources to better support overall case management and other informational needs of the Office of Chief Counsel. Makes travel arrangements for attorneys and prepares and submits expense vouchers for them. Takes appropriate training to maintain and expand relevant knowledge and skills, and trains OCC colleagues as appropriate. Maintains confidentiality of documents and conversations. Assists attorneys by preparing and organizing trial and hearing materials in appropriate formats, such as charts, tables, and/or lists that will be used as evidentiary exhibits. Prepares and processes Writs of Execution and Injunctions in the relevant courts to recover payment of liens, as appropriate. Protects the Commonwealth’s interests if a lien debtor files for bankruptcy by tracking the bankruptcy proceeding and electronically filing proofs of claim and objections to disclosure statements, as appropriate, in the bankruptcy proceeding. Maintains a professional and positive work environment by facilitating effective communications among attorneys and support staff. Conducts special projects, studies, training, and team building presentations at the direction of the Chief Counsel or Deputy Chief Counsel. Trains and advises support staff on UCMS and other database related matters. Responsible for overseeing support staff leave requests and their weekly time sheets. Maintains a system for the closure and storage of electronic and paper files consistent with the Commonwealth’s policies and procedures including the Commonwealth’s Record Retention Schedule. Performs related work as required, including but not limited to all functions described elsewhere in this Position Description. This position is suitable for telework in accordance with OGC requirements. |
