Position Purpose:

Manages and supports daily operations within the Maintenance Operations Section of the District Maintenance Unit. Job duties include, but are not limited to, Pavement Marking, Roadside Development, Posted/Bonded Roads, Turnback Coordinator, Incident Command Center, Municipal Agreements, Safety Review Committee, Fatality Review Committee, and Customer Care Concerns. Advances the “maintenance first” philosophy to foster ongoing communication and collaboration with colleagues, partners, legislators, and the traveling public.

Description of Duties:

Manages and develops the District Pavement Marking Program across multiple counties by providing administrative support, and supervision to maintenance and trades personnel to ensure safety, compliance, consistency, and efficiency. Job duties include but are not limited to scheduling, coordinating with Department Forces, approving payrolls, approving purchase orders, TORT liability and claim support, responding to customer care concerns, material sampling, and quality assurance and control of pavement marking operations. Create and manage the District’s Annual Small Marking Program operational schedule and budget on a county-by-county basis. Ensures paint, glass beads, and plates are sampled properly and within Department standard and specifications. Coordinates with Central Office on mobile and handheld retroreflectometer readings are collected and maintained in the database.

Supervises the District 11-0 Roadside Specialist by providing expert guidance on roadside needs and serving as the primary liaison between county personnel and district leadership to coordinate contract work under the 213 Program.

Manages the District 11-0 Posted and Bonded Road Program. Attends meetings, participates in statewide conference calls, evaluates road conditions, and responds to hauling concerns on posted routes. Prepares, processes, and monitors excess maintenance agreements for haulers operating on posted highways.

Serves as the District’s Turnback Coordinator for the District, collaborating directly with the Design Unit’s Municipal Unit and local municipalities to evaluate feasibility, administer agreements, and review design cost estimates for potential turnback candidates. Job duties include serving as the primary contact for municipalities, answering inquiries, providing assistance throughout the final agreement execution process, and addressing questions from both the Municipal Unit and local officials.

Administer and coordinates Comprehensive Maintenance, Winter Maintenance, and Agility Agreements in close partnership with County Maintenance Teams, the District Contract Coordinator, Central Office of Chief Council (OCC), and local municipalities. Administers municipal agreements by identifying feasible candidates, tracking agreement milestones, and updating records with accurate Roadway Management System (RMS) data, including segments, offsets, and lane mileage. Drafts agreements, sends non-renewal notices, assists the District Contract Coordinator with signature execution, and resolves legal feedback from Office of Chief Counsel (OCC). Coordinates work across the Municipal Services Unit, Construction, and Maintenance forces to ensure all agreements are executed accurately and expediently.

Assists the Federal Disaster Coordinator by deploying to the Emergency Operations Centers (EOC) during natural disasters to coordinate relief efforts and maintain critical communications. Provide operational, administrative, and fiscal support to the District Emergency Manager Coordinator. This role is responsible for facilitating disaster recovery operations, ensuring managers follow established repair and replacement protocols for damaged assets, monitoring financial documentation to maximize emergency reimbursement, and actively promoting emergency service response plans across district maintenance forces.

Actively participates in the Safety Review Committee by reviewing all project that come through the District for safety concerns.

Actively participates in the Fatality Review Committee by reviewing all fatalities for ways to improve and prevent future incidents.

Monitors budgets, authorizes payments and purchase orders, inspects completed work, prepares supporting data to develop and present budget estimates, and assist with requests from the Director of Municipal Services.

Administers contracts for graffiti removal, mowing, tree trimming, and vegetation control. Prepares and monitors Engineering and Construction Management System (ECMS) contracts for the repair of crash barriers, median barriers, guiderail, right-of-way fencing, and geotechnical projects.

Assists Assistant Maintenance Managers by coordinating, investigating, and resolving Customer Care Center (CCC) inquiries and public complaints.
Assists in managing winter operations and emergency incidents as needed to ensure public safety and continuous operations.

Assists in reviewing and evaluating geotechnical and drainage issues, collaborating with county crews to plan repair activities and ensuring all work complies with PennDOT standards and specifications.

Provides professional expertise and technical guidance for geotechnical repairs performed by Department Force maintenance crews and the Geotechnical Maintenance Contractor. Assists the Department Force crews by planning and coordinating repair operations to ensure work is completed safely, properly, and in accordance to Department standards, specifications, and policies.

Provides instruction, training, and guidance to personnel while managing leave, evaluating performance, initiating corrective or disciplinary actions, resolving grievances, and allocating resources to optimize program efficiency; recommends contracting external services when required to fulfill operational needs.

Consults and coordinates with federal, state, and local officials to ensure alignment on program requirements, regulatory compliance, and operational methods.
Supervises engineering interns and construction inspectors to ensure all project documentation and administrative reporting are completed accurately and on time.

Performs public relations and liaison duties through speaking engagements with government officials, community groups, and elected leaders to clarify department programs, elevate customer service, and boost public participation. Directs the design and distribution of promotional materials—including calendars, brochures, and informational literature.

Fair Labor Standards Act (FLSA):
Understand and fulfill your responsibilities as a supervisor under the Fair Labor Standards Act (FLSA) to ensure team members are paid appropriately for all hours they work or are permitted to work. Ensure that team members perform work only during their regularly assigned shift hours unless overtime has been specifically directed and approved in advance. Provide clear expectations so there is no uncertainty regarding when work officially begins and ends. Confirm that all hours worked are accurately recorded and fully reflected on payrolls. Unless otherwise directed by the supervisor or a manager, comply with established work hours for the 7.5/8.0-hour workday.
