Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. As part of the Inventory Management team, assists in management of assigned material inventory programs and systems. Develops and recommends inventory practices to improve operational decision making and systems policy and procedures designed to improve inventory controls. Prepare reports on materials usage, purchasing activity and costs. Analyzes system data to develop trend reports on inventory status. Manages and maintains master data in SAP Plant Maintenance for Highway and Highway related materials inventory; reviews and analyzes Department data on inventory levels and usage. Makes recommendations to optimize inventory quantities encouraging just in time delivery of materials for cost avoidance and budget effectiveness. Participates in the planning, development and implementation of the Statewide Maintenance Accreditation Performance Index (MAPI), Inventory Control Metric. May be tasked to issue monthly, quarterly and year end reports to field organizations including Assistant District Executives for Maintenance, on how they are meeting Inventory Control goals. Participates in the development of statewide reports to provide analytical tools and information to support managerial decisions and actions. Review inventory reports to assure compliance with policy and procedure. Assists on-site in Engineering District PennDOT Inventory Management Quality Assurance Review (PIMQAR). Reviews and evaluations of inventory programs to determine the extent to which the goals and objectives are being met. Coaches and trains organizations how to best use existing inventory management reports, implement best practices and other improvement opportunities. Performs periodic follow-ups to assess and assist with improvements. Applies statistical methods to analyze data from the Producer Price Index (PPI) Guide for Price Adjustment, and other Producer Price Indexes (PPI) to adjust inventory turnover goals within statewide MAPI metrics. Prepares data collection tools and gathers information through field interviews, surveys, research, agency contacts, or system queries including but not limited to extent of supply chain disruptions that impact inventory quantities needed to maintain statewide optimum inventory levels for operational needs. Attends inventory program staff meetings to discuss issues and needed corrective action. Uses research techniques to gather information and make recommendations for statewide changes or improvements such as the exclusion of usage outliers to identify trends. Prepares reports, tables, charts, and graphs to make recommendations for improving agency operations. Develops and maintains documentation related to inventory management such as planning documents, policies and procedures, manuals, and forms. Proposes, reviews and analyzes PennDOT inventory policy, guidance, and procedures and interprets laws, policies, and procedures affecting inventory operations. Assists in maintaining program performance measures and monitors, updates, calculates, and recommends adjustments to inventory performance measures to determine inventory program effectiveness. Prepares and revises training materials and provides Material user training. Analyzes program operations and recommends the modification of program policies and procedures to achieve greater efficiency and effectiveness to supervision. Performs cost benefit and impact analyses of changes. Uses various methods to measure program or project performance against stated goals and objectives, identify services provided, and identify factors that facilitate or impair effectiveness. Responds to inquiries regarding program information. Functions as worker for program analysis work by completing assigned work and training. Employees in this job will participate in the performance of work consistent with operational or organizational requirements. Performs related work as required. TRAINING Developments, teaches, supports, and participates in Inventory Management training programs related to the Department’s inventory activities. Additionally, works to develop and revise training materials and training aids including but not limited to ad-hoc training and presentation needs. Assists in the development of and presents agendas and presentations focused on inventory control for presentation during Procurement Webinar meetings. MISCELLANEOUS Develops and publishes Agency-wide policy and procedural documents in the form of End User Procedures (EUP), Job Aids, Publications and Directives. Evaluates improvement recommendations made by customers in all areas of responsibility, develops plans and processes needed and implements all those which are beneficial. Assists with development of various measurement tools and processes to assess effectiveness of inventory management, training, and customer satisfaction. Keeps abreast of Commonwealth management directives and policy changes as they impact inventory to assess potential training gaps and needs. Anticipates and promptly advises immediate supervisor of emerging issues / problems / concerns with a plan to address and communicate to those affected. Provides professional, thorough, timely and courteous customer service while representing the best interests of the Department. Acts as a role model by supporting co-workers through encouragement, communication, enthusiasm, and teamwork. Participates in PennDOT Inventory Management Quality Assurance Reviews (PIMQAR). CAREER DEVELOPMENT: Takes an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management / transfer by identifying key aspects of the job and sharing explicit and tacit program / technical knowledge with other employees. Performs other job duties as required. |

Serves as Management Analyst team member performing analysis and diagnostics, determining appropriate action and resolution. Performs PennDOT Inventory Management Quality Assurance Reviews (PIMQAR) which requires independent research, analysis, and recommendations to help improve Statewide inventory levels and controls. Provides leadership with reports of all findings along with action items for resolution. Analyzes MAPI criteria, goals, and methodology on a frequent basis to produce an effective and meaningful tool. Leads the effort to adopt changes through the MAPI Committee. |
