Position Purpose:

This position plans and directs the work of a staff of program professionals who develop policy and procedures, analyze and evaluate existing policy and procedures, State and Federal regulations and assess their impact on the provision of effective and efficient long-term living services to individuals in the community. Policy responsibilities include policy development, assistance in promulgation and maintenance of regulations and program development in response to federal and state statutory, federal regulatory and judicial decision requirements and program initiatives.

Description of Duties:

Direct and provide guidance to staff in their work of developing, advancing and supporting the Office of Long-Term Living’s (OLTL) Medicaid managed care Waivers and state-funded home and community-based programs.

Work closely with the Bureau Director and guide staff on new initiatives assigned to the Division of Policy Development and Analysis including operationalizing OLTL objectives, policies and procedures; interpreting policies and regulations from Federal and State government agencies; writing bulletins/directives consistent with OLTL objectives, policies and procedures; and evaluating OLTL objectives and operations linked to statewide administration of the Medicaid Waivers and state-funded home and community-based programs.

Oversee the development and implementation of statewide initiatives on issues such as financial management services, participant direction, home modifications, and service coordination procedures. Maintains and communicates budget-related reports and letters and is a liaison within the bureau of policy between stakeholders and the Commonwealth.

To support OLTL policy and promote a common understanding of OLTL principles,
serve as a resource and direct staff who serve as a resource to the Bureaus of Quality and Program Analytics, Coordinated and Integrated Care, and Finance in their day-to-day functions that involve the implementation of policy, program and service delivery procedures. Prepares correspondence and reports in relation to Right to Know Law requests and communication on ongoing cases within the bureau.

Direct the development, implementation and maintenance of standardized policies and procedures to ensure the effective and consistent management of OLTL programs and requirements.

Support the coordination of waiver renewals, amendments and work plan objectives at the Bureau level.

Work with appropriate Bureaus, service providers and stakeholder groups in the development of program bulletins/directives, guidelines and handbooks for programs managed within the Bureau to assure compliance with state and federal requirements, prevent duplication, and promote utilization of existing resources and services.

As assigned, represent the agency and/or the Bureau at meetings with participants, providers, stakeholders, and local, state and federal government staff members.

Performs other related duties as required.
