Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as the Section Chief of the Design Section of the Division of Project Development & Design, Bureau of Abandoned Mine Reclamation (BAMR) and manages the activities of engineers and draftspersons in designing and drafting abandoned mine land (AML) reclamation projects that lead to the efficient design and implementation of Pennsylvania's AML Program involving the reclamation of AML and associated mine-water impacts.

As an Environmental Group Manager and licensed Professional Engineer (PE), review the work products of engineers and consultants, and take responsible charge of all professional engineering work performed by employees under your supervision. Responsible charge shall be in accordance with Act 367, Engineer, Land Surveyor and Geologist Registration Law and relevant standards of practice.

Description of Duties:

Plans, directs, supervises, and manages complex work of subordinate engineers, consultants, and other technical staff performing a variety of design assignments for advanced and complex professional civil engineering work involving the reclamation of AML and associated mine-water impacts; provides leadership/direction to staff and teams in a manner that generates cooperation, program expertise, identification and resolution of issues, and achievement of objectives.

Plans, directs, and manages complex projects in accordance with BAMR's Comprehensive Plan for Abandoned Mine Reclamation; promotes redundant skill sets to maximize institutional knowledge; adapts to changing work requirements to complete assignments; encourages employees to rethink business practices.

Ensures that proper procedures are followed for accelerated response/construction emergency AML problems and directs staff in responding appropriately.

Coordinates communications with public agencies, property owners, and utility companies.

Ensures that all necessary property rights-of-entry for a project have been obtained, that arrangements for road or utility relocations have been made and that permits required to implement a project are in place.

Ensures that current policies and regulations, including 25 PA Code Chapters 102, 105 and 106, affecting AML projects, are applied by staff and incorporated into project designs. Assign staff to apply for these permits. Ensure the permit application package is complete prior to routing it to the Development Section for review. Periodically reviews the BAMR permit tracking spreadsheet to ensure the Development Section logged the permit information.

Supervises and directs the work of drafting staff in the checking of consultant mapping, reduction of survey notes, plotting survey notes, interpreting mapping, plotting cross-sections, completing computations, preparing design plans, technical specifications, and construction grade drawings.

Ensures that project/contract bid documents contain the required information and are complete and accurate. Participates in project related meetings and inspections during construction; coordinating as needed with the District Offices. Travels overnight as necessary and attends job-related meetings, training, seminars, conferences, etc.

Recommends new or revised design criteria, contract specifications or operating procedures for BAMR.

Encourages the use of new technology and techniques for abandoned mine reclamation projects when more economical or otherwise beneficial.

Reviews and evaluates mine reclamation and mine drainage treatment/abatement and other technologies, and research and demonstration proposals.

Develops grant agreements to provide funding for local watershed restoration and AML reclamation projects.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Promotes the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Establishes, communicates and updates as necessary, Employee Performance Standards and Position Descriptions to employees at the beginning of each rating period and completes Employee Performance Reviews/Evaluations annually.

Solves complex project-related problems/issues that arise during design and construction.

Makes recommendations for hiring staff.
