Position Purpose:

The Incumbent shall use specialized skills and knowledge to be involved in installing, carrying out maintenance, recognizing the cause of faulty equipment and making repairs on refrigeration and heating, ventilation, and air conditioning (HVAC) systems that provide air conditioning, heating, cooling, humidifying, dehumidifying, cleaning, filtering and circulation.

ESSENTIAL EMPLOYEE – REQUIRED TO REPORT TO WORK DURING EMERGENCIES AND OFFICE CLOSINGS.

Provides initial response, review, and adjustment to equipment to resolve occupant comfort issues by validating current space conditions through the use of the building automation system, taking on-site temperature readings, reviewing operation of the supplying piece of equipment and identifying any deficiencies. Deficiencies may include motor noise and heat, insulation failures, ductwork issues, belt or fan issues, water leaks of similar deficiencies; makes corrective actions within assigned level of authority.

Performs preventative & corrective maintenance on HVAC systems by following department wide established procedures or referring to equipment operation & maintenance manuals, including changing air filters, cleaning coils and condensate pans & drains, aligning or replacing v-belts, greasing bearings on pumps, motors, or other rotating assemblies; validating gauge and thermometer accuracy using test instruments and replaces failed components as necessary, tightens all electrical connections/lugs to proper torque; sealing leaking ductwork with mastic; repairing or replacing damaged or missing pipe and duct insulation.

Demonstrates established maintenance procedures to trainee or other trade person staff.

Uses test instruments such as electric multi-meter to take measurements of equipment voltage and amperage and compares to nameplate information as required to complete maintenance assignments; consults with higher-level trades person when readings are outside acceptable parameters.

Performs preventative maintenance on valves, louvers/dampers, and various pneumatic and electronic controls by lubricating linkages or other moving components and simulates control signals by using loop signal test instruments or gauges to ensure components have a full range of movement without issue; replaces failed components or consults with higher-level trades person or supervisor or BAS technicians to determine repair needs.

Performs routine repairs on air handling equipment such as VAV boxes, fan-powered VAV boxes, fan coil units, exhaust fan, unit heaters, air handling units for constant and variable volume systems by replacing failed components such as valves, fan assemblies and motors, dampers, actuators, and other related components.

Installs basic HVAC units such as split system air conditioners or heat pumps used for comfort heating & cooling, window air conditioners, circulation or exhaust fans, and similar equipment.

Prepares equipment and appliances such as water coolers, refrigerators, window air conditioners for disposal by using gauge manifolds and recovery machines & cylinders for reclaiming/recovering refrigerants in accordance with federal EPA rules and regulations, drains oil from compressors, and documents activities on appropriate forms.

Performs preventative & corrective maintenance on furnaces, boilers, and unit heaters, including checking for leaks in fuel oil lines and gas lines, cleaning or replacing fuel filters, and cleaning burner assemblies, lubricating burner and fan motors, replaces failed motors and components as necessary, adjusting gas or fuel oil pressures, cleaning ignition devices and flame sensing devices and performing a combustion analysis, documents findings; consults with higher level trades person or supervisor on results.

Performs maintenance on steam systems including steam traps, steam separators, condensate pumps, air vents, heat exchangers, and radiators by using ultrasonic test instruments to check operation of steam traps, measures condensate conductivity to check operation of heat exchanger bundles, documents findings and consults with higher level trades person or supervisor on results.

Performs maintenance, inspections, & repairs on facility air stations including air compressors, refrigerated air dryers, separators, filters, reducing stations, and other related components.

Conducts testing on hydronic loops to measure chemical residuals in closed loops, open loops, and glycol systems and documents findings; consults with higher level trades person or supervisor on results; and adds chemicals as directed.

Accesses, navigates, and monitors the Automated Logic, Johnson Controls, Delta, and/or Siemens building automation systems to monitor equipment, receives alarm messages and provides proper notifications, and enables or disables equipment as required to perform assigned maintenance duties or as requested by other trades personnel or supervisor.

Assists higher level trades person with identifying and troubleshooting problems related to air flow, water flow, refrigerant flows, electrical failures of motors, and electrical circuits in HVAC systems including process cooling equipment.

Utilizes blueprints, record drawings, shop drawings, electrical schematics, or other available documentation to identify system or equipment components and to locate equipment.

Cares for and uses Commonwealth issued electronic resources (computer, iPhone, iPad) to access and navigate the computerized maintenance management system (CMMS) to receive and review work assignments. Properly charges time against work assignments and adds notes to work orders that document the details of the work performed.

Adheres to department safety protocols and identifies any safety concerns to supervisor.

Participates in the performance of other trades’ tasks consistent with operational and organizational requirements.

Attend and actively participate in training programs to gain comprehensive knowledge and skills in system installation, maintenance, and troubleshooting, ensuring compliance with industry standards and safety protocols.

Operate motor vehicle or other self-propelled equipment when requested.

Performs other related duties as assigned.

Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Determines the methods, practices, equipment, and material requirements for assignments. After normal business hours, responds to calls from the Capitol Police and attempts to correct maintenance and/or facility problems in the buildings, and if necessary contacts the duty officer or the appropriate personnel to make repairs. Functions independently with limited guidance provided on unusual or critical situations by a Refrigeration Plant Supervisor.

Experience:

•All employees must obtain EPA Universal Refrigerant Transition and Recovery Certification from an approved provider within 6 months of employment.

•Two years of experience in the maintenance, repair, or installation of HVAC or refrigeration systems, units, and equipment.

or

•Completion of a three-year Vo-Tech training program in refrigeration, HVAC, or building automation and six months experience in the maintenance, repair, or installation of HVAC or refrigeration systems, related digitally controlled equipment, or BA systems;

or

•An equivalent combination of experience and training that includes one year of experience in the maintenance, repair, or installation of HVAC or refrigeration equipment.
