Serves as the direct supervisor of the Revenue and Cash Management team consisting of 3 Accounting Assistants, an Accountant 1 and an Accountant 2 within the Financial Accounting Division. Oversees and directly serves in the processing and oversight of essential Commonwealth revenue, accounting, cash management, and reporting functions to ensure fiscal stability, accountability and transparency. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Note: This position has Mission Essential Functions detailed in OB’s COOP Plan. -Performs analytical functions in the areas of cash management, control, and reporting. -Serves as a delegate (as needed) for the Manager in overseeing unit staff and activity, serves as a subject matter expert on various projects and initiatives, and coordinates actions/responses to urgent matters. -Supervises and provides guidance and developmental support to staff in Revenue & Cash Management. Supervisor duties includes assigning and reviewing work tasks, communicating pertinent information, completing EPRs, lead interviewer role in the hiring process and other general supervisory duties. -Works with manager to update processes/simplify duties where needed. -Organizes and facilitates meetings involving various internal and external stakeholders to define and achieve outcomes. -Plans, drafts, and reviews business process procedures/proposals. -Processes and journalizes revenues and vendor refunds of expenditures in the form of checks, money orders, and EFT receipt; includes review and control over EFT associated with Commonwealth programs assigned to unique Treasury bank accounts. -Reviews and corrects Image Cash Letter (ICL) bank deposit errors, returned checks, and returned items. -Reviews and journalizes PACSES (PA Child Support Enforcement System) related funds. -Calculates, prepares, and controls interest allocations across multiple Commonwealth restricted accounts. -Coordinates, reviews, and approves requests for new revenue general ledger accounts and related impacts to budgetary/financial reporting. -Reconciles SAP revenue accounting records to the State Treasury PeopleSoft System. -Prepares and analyzes year-end accrued receivable schedules for the Department of Human Services for the yearly GAAP package. -Audits and processes revenue adjustments pertaining to errors, transfers, and refunds of fees and other Commonwealth revenues. -Reviews and ensures that revenue and cash management related business processes/models are accurate, complete and free of deficiency, risk, and process gaps. -Participates in Commonwealth-wide and/or agency specific revenue initiatives. -Updates unit database control log of processed checks and other workflow items. -Performs all functions, as related to Revenue & Cash Management, of fiscal year-end closing. -Performs other duties as assigned. |
