Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs routine professional library work involving research, manifesting expertise, and applying knowledge of reference sources and procedures in order to fulfill customer requests efficiently and effectively for the State Library.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides professional reference assistance to library users, responding to a variety of questions by serving at a service desk as scheduled.

Oversees services and administrative duties such as circulation, keeping statistics on customers, and serving as Librarian in Charge of the Reading Room for the Law and Main Reading Rooms.

Responds to customer reference service requests received via telephone, walk-ins, electronic and postal correspondence, interlibrary loan, and digital reference using an extensive collection of electronic, printed, and microform materials. Primarily will be working with the legal reference requests from the Pennsylvania State Police on Personal Identification checks (PICS).

Refers customers as necessary to other state agency/community resources when library resources are nonexistent or inadequate to meet a customer need.

Instructs on-site individuals in the use of the library’s online catalog, other finding aids, indexes, files, and reference materials. Uses these sources to conduct additional research.

Conducts classes for individuals or groups on legal resources available through the State Library.

Works closely with Collection Management Librarian and Cataloging Librarian to add materials to the State Library's online catalog holdings for Law materials.

Researches specialized subjects to identify materials to be listed on bibliographies/webliographies.

Creates research guides and assists other staff in the creation of research guides for various subjects. Evaluates parts of the legal and governmental collections for suggestions for purchase.

Provides electronic virtual references as scheduled by participating in State Library hosted programs.

Serves on various library committees and study groups, performing other tasks as assigned or required to assist in the efficient operation of the State Library. Depending on staffing need, may occasionally assist in other sections of the State Library.

Responsibilities, work schedule, and priorities are discussed and established with the approval of the Section Head. Close communication with Section Head is maintained for guidance and direction on a daily basis, and for frequent review of work, with regard to quality, and other performance standards.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Determines responsibilities, work schedule, and priorities with supervisor on a regular basis.

Reviews customer requests received by electronic correspondence to arrive at the specific needs, determines the most appropriate library resources, and prepares written responses which are reviewed by the Law Librarian or Supervisor.

Analyzes initial requests with on-site customers to determine specific needs, identifying the most appropriate library resources and referring when necessary.

Determines when to make referrals to other sections of the library or to other appropriate libraries, agencies, associations, or research facilities nationwide, using the telephone and online databases.

Approves loans of materials having restricted circulation when serving as Librarian in Charge of the Reading Room.

Determines and implements varied conflict resolution skills to assist customers who may be upset or angry about library policies and service.

Remains alert to work environment and advises supervisor of perceived problems or issues warranting attention.
